What is the work?
Spy x Family (not Spy and Family) is a popular manga series that was later adapted into the just-as-popular 2022 anime series of the same name. Taking place in the fictional countries of Ostania and Westalis, we follow a nameless spy codenamed Agent Twilight who was the top spy for his organization WISE. He is given a new mission, Operation Strix, to investigate Donovan Desmond, the leader of the National Unity Party. To better ingratiate himself into Desmond's private circle, Twilight (going by the name "Loid Forger") must become a family man. He adopts the young Anya who was secretly a telepath, and "marries" Yor, a seemingly unimposing service worker at the city hall by day, a ruthless hired assassin known as the Thorn Princess by night. Oh, and they also adopt a good boi named Bond who possesses future vision.
In this particular arc, there appears to be no apparent mission aside from Loid bonding with his wife and daughter. But that is only at the surface level.
Who is he? What has he done?
"Snoops" was an information broker for Leonard Hapoon who was hired to locate Olka Gretcher and her baby son and feed information to a group of assassins on the cruise ship Princess Lorelei. Displaying no loyalty to them, Snoops escapes when Yor comes into the equation leaving them to be gorily killed by the trained assassin.
However, where Snoops truly becomes deplorable is the revelation he lined the ship with dozens of explosives that he would set up. The ship would sink killing hundreds of passengers on it, but it was no skin off his nose since he could blame Westalian extremists for the ship's destruction.
Unfortunately for him, he gets into a spat with the sole survivor of the massacre who fights with him over the lifeboat. While they were distracted, Loid disarms the bomb and tosses an additional one over board when Anya discovered another. The bomb explodes, overturning the boat, leaving the two conspirators stranded with sharks circling them...
Heinous standard
So, while Donovan and his wife are implied to be conducting some illegal business affairs, for the most part, they hadn't done anything that is damning yet aside from being the worst parents one could ask for (like what kind of parent does not care that their son got punched in the face). There was a man who was apart of a terrorist organization who tried to slip a microfilm containing a chemical substance via a penguin, but he was stopped by Loid before anything catastrophic could happen.
Next, we have the original keeper Keith Kepler who tried to assassinate the Westalian prime minister by tying bombs to dogs. In Bond's vision, not only did he succeed, but he also managed to kill Loid and start a war between the two countries. Despite claiming to do everything in the best interest of Ostania, Kepler did not care that his actions could result in hundreds of Ostanian citizens getting caught up in the blast. Ultimately, he wanted to start a war with the intent of eradicating the Westalians and had no qualms with trying to kill a child when Anya unwittingly eavesdropped on him and his group.
Here, Snoops was tasked with taking out a mother, and the infant making him the second antagonist that would definitely hurt a child. His actions also could have sparked a war: he places explosives throughout the ship with the intent of sinking the ship. He would get away scot-free and shift the blame on Westalian extremists. Not to mention he leaves the other assassins to the mercy of Yor with only one surviving the ordeal.
