I'll go in saying that this has nothing to do with the current controversy regarding the OP, but more of a reflection of when I wholeheartedly believed this guy counted, but... there are issues. From Wreck-It Ralph:


Who is the character?[]

Turbo, the main antagonist of the first film. The "hero" of Turbo Time, he was once the most popular game in the arcade...until competition came in and, in his envy, he crashes that game causing both to go unplugged. This starts the term "going Turbo" for whenever a character wanted to leave their game and go to another.

Believed long dead, Turbo actually took over Sugar Rush and usurped the rightful ruler Vanellope von Schweetz and, after trying to delete her outright, instead makes it to where people lose their memories of her and brands her as a "glitch."

Why doesn't he count?[]

He primarily suffers from fridge horror. The problem with the movie is that it never actually specifies if there were any deaths that happened when Turbo's attempted take over resulted in both his game and his competition's being unplugged. Like, for all we know, maybe they had already evacuated before the deed was done. Plus, the film seems to lean more on that being unintentional on his part that two games were ruined because of him and his egotism.

I remember how it was said that he likely made them homeless using the Q*Berts as examples of this. Homelessness is bad... but not necessarily getting Turbo to the point of PE. He does attempt to force Ralph to watch his friend get eaten over and over by CyBugs; attempts to bash Vanellope's skull in; and makes it clear that she would be trapped in the game should Sugar Rush end up unplugged. But I don't think it's ultimately nasty enough to push her over, at least in my opinion.

As for his plan, it is also a generic "take over the world" scheme where, upon merging with a CyBug, he plans on taking over the entire arcade, but he never actually states how he plans to do so. Sure, common sense would rule that he would be using the CyBugs to take over the other worlds, but that is really just a speculation. If anything, he is also not shown really ordering the CyBugs around either with the most interaction he gets being "stop you fools, why are you going into the light?" He piggybacks off their rampage, yes, but he is not the one ordering them around. As such, his scheme lacks weight.
