The Work[]
Godzilla: Final Wars is a 2004 kaiju film, the 29th Godzilla film, and the final film of the Millennium series. When aliens attack and brainwash the monsters of Japan to destroy the Earth so they could claim it for themselves, it's up to Godzilla himself to stop the aliens and defeat the monsters to hardcore action and a metal soundtrack.

Why should he be cut[]
Screen time. Keizer Ghidorah suffers from a complete lack of onscreen crimes to see him on the same levels of the other PE kaiju. Said screen time is only shown during the last half hour for a "final boss" battle between him and Godzilla. Unlike say Gigan and SpaceGodzilla, Keizer's screen time is not geared towards him posing a threat to the other monsters nor humanity, but SIMPLY a battle against Godzilla. Speaking of humanity, the closest thing we have of him causing destruction is him approaching Tokyo in a giant meteor summoned by Controller X. We see the aftermath, but an utter lack of victims.
As for the battle itself, what I insisted made Keizer PE was the absolute brutality of his fight with Godzilla, his sadistic pleasure in having him sliced up by Gigan, using his beams to throw him like a ragdoll, before finishing him off by sucking his energy. While sadistic, his lack of screen time and other heinous deeds cause him to unfortunately fall flat to the other Ghidorahs featured in the series, both previously and following.
Take the MonsterVerse Ghidorah for example, who appeared far earlier in his film to show his sadistic enjoyment in killing humans and battling other monsters. Not just that, he unleashes all the other monsters on his command to destroy the entire world to recreate it for himself, and has an almost identical finishing move by sapping Godzilla's energy.

A sad but fair cut.
