This might be the first proper proposal from the One-Punch Man franchise, which is a bit surprising given that it is a very popular anime/manga series, but also understandable given that the heinous standards are so astronomically high. In any case, I am excited to be the one to actually make this, regardless of how it goes. Those that read the manga will know who this character is and will probably not be that surprised that I decided to propose him as the first (and at least for now only) candidate in the series given that he is known in the fandom to be one of the most evil and cruel villains. And for those that instead haven't read the manga... yes, this isn't a joke proposal, this is his actual name. But this is the same franchise in which there are characters known as Black Sperm, Golden Sperm and Platinum Sperm that are genuine threats with almost no comedic moment, and I am not even kidding.
Regardless, before going into the proposal itself, I want to make some quick notes as always. First of all, one of the factors that makes this character stand out is his absolute brutality, and to showcase this I will have to place some pretty violent images in this proposal, plus I will have to describe some of them as well. So, scroll down at your own risk, I will put the Mature Template just in case. Second, I wanted to wait for this character to appear in the anime first before proposing him since this way everyone would be aware of him and what he does, but unfortunately there are no informations about a release date for the third season, and it's possible that the season will not even arrive at the point in which he does most of his evil deeds. To avoid waiting for three years before making the proposal, it's better to just make it now, so I apologize for any anime-only of the series. Lastly, as always this proposal will contain spoilers for the manga, so I highly suggest to read it to avoid getting too much spoiled in this, it is a read worth your time in my opinion. But if you don't want to read it, that's perfectly fine and I hope this can serve as an introduction for the series to those that know nothing about it.
Given that this is the first proposal of the franchise I will have to establish several stuff that will be useful for possible future ones, so I apologize if this is long. I would like to also ask to read carefully the part about Heinous Standards in particular, given that that is the main reason no candidate was brought up until now. In any case, let's not waste more time and jump into this.
What's the work?[]
One-Punch Man is an extremely popular action-comedy superhero series. Created initially as a webcomic in early 2009 by the author One, it was later adapted into a manga series with the collaboration of manga illustrator Yusuke Murata, with it generally following the plot of the webcomic while also changing or delving deeper into some stuff, all while still being written by One. It was also adapted into an anime series which for now counts two seasons, with a third one in the making. All three of this are still on going, with none of them being even close to an ending.
The story is set in a world in which monsters known as "Mysterious Beings" are a regular occurence, with them being a huge threat to the safety of entire cities or even the world. An organization known as "Hero Association" was made in an attempt to take down any threat that may by caused by the Mysterious Beings, with those working in it being professional Heroes. In this setting, a man known as Saitama decides to train himself after fighting against a Mysterious Beings, in the hope of feeling the thrill that only a great fight can give, but in the process he becomes TOO strong, to the point of being able to kill any Mysterious Being with a single punch, causing him to become depressed and losing any interest in anything, deciding to be a hero just for the fun of it but growing more and more detached. The man is later approched by Genos, a cyborg who lost his village because of a Mad Cyborg, who decides to forceably become his student to understand the secret of his strenght. The two joins the Hero Association, and as such gets involved in several situations that threaten the world, including a alien invasion and the combined attack of an organization of Mysterious Beings known as "Monster Association", all while Saitama is still in the search of a worthy opponent that might give him the thrill he is searching for.
Who is Fuhrer Ugly? What did he do?[]

Fuhrer Ugly used to be a human, before turning into a monster. Not much is known about his past, but given that he is a Ugmon it can be assumed that he turned into a monster out of hate and resentment for how people treated him because of his ugly appearence. At some point in the past, he joins the Monster Association, an organization of Mysterious Beings led by the Monster King Orochi and his advisor Gyoro Gyoro, but in truth being a group built by Psykos. The objective of the organization is to exterminate humanity, something that all the monsters that makes up the group knows and are very eager and happy to do, with Fuhrer Ugly eventually becoming a Cadre in the organization thanks to his strenght and brutality.
He is first seen when Sludge Jellyfish talks about the Cadre, where he is shown reading a book about popularity. He then is called by Gyoro Gyoro during the assault of the Hero Association on the base of the Monster Association, where he is given the task to eliminate the Hero against which he would have the biggest advantage, Amai Mask. Fuhrer Ugly happily agrees and arrive in front of Amai Mask, scaring him heavily since his body freeze while confronted by extreme ugliness. The monster takes fully advantage of this, claiming he is break his face and force him to watch his own mangled face in the mirror before proceeding to repeatedly beat him up. While Tatsumaki is fighting Psykos, a panicked Amai Mask tries to contact some other S-Class Hero, claiming that the monster he is fighting is good at attacking him psychologically (which is noted in Genos' report of the Cadres, which says he is able to see through his opponent in order to break them physically and mentally). When Psykos and Orochi fuse together (in a fusion I will call Psykorochi for short), Tatsumaki use her powers to make the whole base collapse while also transporting all S-Class outside, saving Amai Mask and making the base collapse on Fuhrer Ugly's head alongside all other Cadres.
Psykorochi is eventually defeated thanks to the combined effort of the S-Class Heroes, but as things seems to be calm one of the Cadres, an individual known as Homeless Emperor, attacks the S-Class Hero Zombieman, wounding him severely. Amai Mask tries to attack him, but he is blocked by another Cadre, Black Sperm, a collective of trillions of individual beings, and it's at this point that Fuhrer Ugly comes out of the ground again, terrorizing Amai Mask. The hero is unable to react when Fuhrer Ugly punches his face, literally caving it in in one swift motion before grabbing his legs and tearing him in half from the pelvis to the stomach. Amai is later revealed to have survived thanks to his regenerative abilities. The Monster then invites the other Cadres at a murder race, with the one killing more S-Class being the next Monster King.
When Fuhrer Ugly sees Child Emperor, another S-Class Hero, trying to drag Zombieman into safety, he steps in, crashing Zombieman with a stomp before telling the child that he envy him since he is a young and intelligent individual, making him feel miserable, but Fuhrer reveals that he doesn't mind this feeling at all and instead gloats about how it makes him stronger. He then proceeds to proclaim his intention of becoming the new Monster King, before trying to kill the child, only being stopped by Homeless Emperor who instead shoots a ball of light against the two. Child Emperor is hit directly, while Fuhrer Ugly avoid the attack, but is pissed at the man for trying to kill him, with this one claiming that this is a free-for-all after all. The three Cadres, alongside other ones like the eating monster Gums, then decide to attack the S-Class Heroes, but Fuhrer Ugly wants to once again specify that when everything will be over he will be the leader of all Monsters.
Fuhrer Ugly then proceed to approach Gums, who is trying to kill other S-Class heroes. He arrives in front of Narinki's Squad, a groups of mercenaries, grabbing one of them called Sosshi. The others thinks that he wants to take a hostage, but Fuhrer Ugly tells them that he doesn't care about this dirty tactics and he will give him back... one piece at the time, before proceeding to rip Sosshi arms and toss it at them. He then does what he claimed he wouldn't do, telling a S-Class Hero, Tanktop Master, to let himself get eaten by Gums while he prepare to finish off Sosshi, but Tatsumaki intervine in time and manages to block him with telekinesis. Fuhrer Ugly is, however, able to break free and knock the girl away, almost knocking her unconscious. Seeing this, Tanktop Master tries to attack the monster, but the Mysterious Being throws a punch at his arms, breaking them, and then proceeds to punch him repeatedly, breaking all the bones in his body, turning him into a mangled mess before throwing him at Gums to eat.
He then proceeds to approach the wounded Tatsumaki with perverted intentions, wanting to see what panties she is wearing, before he is stopped in time by Bang, another S-Class Hero. The old man manages to recover Tanktop Master before he is digested by Gums, saving him from certain death, before proceeding to beat Fuhrer Ugly, redirecting several of his attacks against Gums. The eating monster, taking this as an aggression from Ugly, eats him whole, covering him in his acid digestive liquid. The monster is, however, able to tear in half Gums from the inside, killing him and becoming one with the acid that covered him, mutating into Vomited Fuhrer Ugly. Meanwhile, the battle continues, with the Council of Swordmasters formed by Amahare, Zanbai and Nichirin alongside the Hero Spring Mustachio joining the war on the side of the Heroes, before they are approached by the mutated monster.
Some Black Sperms make fun of him for his new appearence, and an annoyed Fuhrer Ugly spits on them with his acid, melting them. The S-Class hero Darkshine tries to attack him, but he gets his hands burned by the acid before the monster spits at him in the chest, wounding him further and breaking his self-esteem. Fuhrer Ugly claims he will make all of them feel humiliation and inferiority before he is attacked by Zanbai, but the Cadre grab and melts his sword before spitting at his face, melting it and killing him instantly. Atomic Samurai, another S-Class and leader of the Council of Swordmasters, and Nichirin tries to attack him, but he quickly regenerate from the attacks and in turn melts their swords, before trying to punch them to melt their whole bodies. Amahare manages to push aside Atomic Samurai at the last second while Nichirin prevents Spring Mustachio and Iaian from saving him, resulting in Amahare death when he is completely melted by the punch, while Nichirin's lower body is completely melted, but manages to survive.
Vomited Fuhrer Ugly then proceed to eat the remains of Amahare and of the Black Sperms he melted, with other Black Sperms telling him not to eat him, but the monster reply by vomiting on them and melting dozens of Black Sperms to eat them too. He then proclaims his intention of keeping all of the Black Sperms as his livestock meals, being more than willing to kill and eat all of them to sustain himself. The Black Sperms don't accept this, and several of them fuse to create Golden Sperm, a stronger version of themselves who punch away Fuhrer Ugly. Homeless Emperor then arrives and starts to bombard the Ugmon with his lightballs, forcing him to retreat, but not before he claims he will take his vengeance against both.
The feeling of inferiority starts to make Fuhrer Ugly even stronger, something that makes him very pleased, and then claims he will kill and eat the one who indirectly turned him into his Vomited stated: Bang. He notices him fighting Garou, and after the old man is defeated by his ex student he approaches him with the intention of melting him with a singles punch. However, Garou, who was in a half monster state, manages to "wake up" just in time, kicking Fuhrer Ugly right through the stomach, making him fall unto himself when he is unable to keep his physical form because of the hole. The monster finally collapse on the ground, dying from the acid that covered his body.
Mitigating Factors[]

Now, let's get to the real meat of the proposal! Let's start things off with an argument that I have seen thrown around a bit in the past outside this wiki, and as such is really important to tackle: moral agency. Some people might think that Mysterious Beings lack moral agency given that most of them just wants to bring chaos and destruction, but this is made clear to not be the case. Creatures known as Mysterious Beings can be created in various way, with the main ones being: natural born monsters, genetically born monsters, monsters created or empowered by God (which might actually be all of them, but for now it's just speculation), humans that eats Monster Cells and, the most important one, humans that turn into monsters because of obsessions or strong emotions. So there are several types of Mysterious Beings, yet all of them are clearly shown to have moral agency, to the point that several of them actively redeems or are able to integrate into society.
Let's make some examples to prove this point further. For natural born monsters we have Manako (aka best girl), who forms a bond with Saitama and Flashy Flash, to the point of showing concern when the latter is defeated by Platinum Sperm, and the former is genuinely more cordial towards her than most human beings he meets. For genetically born monsters we have Armored Gorilla and Mosquito Girl who retire to work in a Takoyaki resturant with Dr. Genus, with the latter showing some aggressive tendencies only because of her biological thirst for blood, but otherwise she is trying to integrate into society too. For monsters created or empowered by God we have Garou who, despite being mentally influenced by God after touching his hand, still have clear moral agency and redeems himself. For humans that ate Monster Cells we have Hamukichi, who was "recently" revealed to still being alive and genuinely wanting to go back to being a human being. Lastly, for the monsters created by strong emotions we have Phoenix Man who, after his defeat, integrates back into society by working as a school crossing guard, being happy with it. And this is without talking about a specific character whose whole arc in the webcomic revolves around the fact that he is a monster who tries to protect people, but I wont go in depth into it to avoid spoilers.
As you can see with the examples above, Mysterious Beings do have moral agency, but actively choose to act with malice. Fuhrer Ugly in particular is a Ugmon, a human that turned into a monster thanks to the accumulated hate and resentment for the struggles they live because of their appearence, so they would fall into the category of monsters created by strong emotions. And as said above, we have a clear example of a reformed monster in this category with Phoenix Man, someone that turned into a monster because of the hate and rage of being fired from this job as a TV mascot, proving that Fuhrer Ugly actively chooses to be evil rather than being forced by his nature. He even says this, by calling his own personality "horribly twisted", so it's not like he isn't aware of what he is doing, he knows it and embrace it with pleasure as long as it can cause suffering to other people.
For the second point, we have another things I want to address in general for the franchise: comedy. According to some people, One-Punch Man would be classified as a "parody", which would mean that Pure Evil candidates would have a hard time qualifying... But the truth is that it isn't a parody, it's a superhero action-comedy, that have certainly really funny moments, but they still don't dominate the narrative since it have a clear cut plot that can be extremely serious at times, and a perfect example of this would be Fuhrer Ugly himself. His name is kinda funny, his appearence is grotesque and his way of talking can be comedic at times, but he is actually taken extremely seriously, both by the narrative and the characters in it. Him killing and brutalizing people is not comedic by any means, and none of his crimes are for laugh but are instead taken with genuine horror. So yeah, I think comedy is far from being a problem here.
Then we have his loyalty to the Monster Association... which is actually non-existent. He openly says that he wants to be the Monster King (aka the leader of the group) and he doesn't have any qualms in killing his own allies, with Gums and the dozens of Black Sperms he killed being great examples of this. And he obviously doesn't have any kind of honor or moral code, with him telling the S-Class that he didn't want to take Sosshi as a hostage simply because he wanted to break them down, and ripping Sosshi apart piece by piece was much more fun for him to do rather than just using him as a hostage.
However, there are a couple of stuff that needs to be addressed about him. Ugmon, as said before, are born out of hate and resentment for the struggles they live in their lives because of their ugly appearence, so on surface you might be lead to believe that he could be somewhat tragic... But in reality we literally don't know anything about his backstory. All we know about him is the general origin for Ugmons, so what I already explained twice, for the rest everything else is unknown. We don't know what he went through that turned him into a monster, we don't know if it was actually something tragic or it was him being petty, and we don't know if it would be enough to justify his actions or make him tragic at all. So, given that we don't know anything and he himself never brings up anything about his past before being a monster, he definitely isn't tragic in that sense.
But there is one last important topic to discuss, which is his inferiority complex. He definitely has it, he himself brings it up a couple of times... but the problem is that this isn't treated once as something tragic or sympathetic. The work goes out of his way to show that he is just a sadist who enjoys making other suffer and putting them down to humiliate them, something that he does because he wants to feel superior to others, but this is never treated with symphaty, not even once. He is a complete monster, with the inferiority complex being nothing more than an excuse he uses to put other people down. And not only that, but he actively uses this inferiority complex to empower himself, something he straight up gloats about with Child Emperor and after he is defeated by Golden Sperm and Homeless Emperor (in what are basically the main statements in which this complex is brought up alongside the quote at the beginning of this section):

So not only the work itself goes out of its way to never portray him and his inferiority complex in a sympathetic or tragic light, but the character himself doesn't care and use this to his advantage to grow stronger. So yeah, I would say that this is far from being a mitigating factor. And with this I think I tackled all the main points about the character himself, so now we can move to the real challenging topic...
Heinous Standards[]

Now this is the reason why no villain from this series was ever proposed. The heinous standards are EXTREMELY high compared to most other franchises. Like, MCU-high. So this time, instead of listing all the villains of the series like I usually do, I will talk about the villains in groups, talking mainly about what makes Fuhrer Ugly stand out. And I think that the best thing to start things off is immediately excluding several characters that just can't be compared with him at all.
God, for example, is by far the most heinous characters in the franchise and an incredibly easy qualifier up until now (he is the main antagonist of the franchise and his story is still not over though, so he will have to wait for a long while before he can be proposed). But he is also a higher dimensional being with, quite literally, god-like powers, so he can't be compared. The same can be said for God-empowered beings, namely: Cosmic Fear Garou, Empty Void (both of which have higher dimensional powers thanks fo God), Psykorochi (who can cut entire chunks of planets), Sage Centipede and Evil Ocean Water (who I put here because the latter mentions the "Abominable Fist who turned against God", aka the archenemy of God himself, and they are continetal sized beings anyway so they can't be compared with the Ugmon). Homeless Emperor and Vaccine Man are also part of this category (the latter is not entirely confirmed, but he have the light powers of God so it's pretty clear he was sent by him too), but I will tackle them later alongside other ones.
The Black Matter Thieves and the Secret Space Force (introduced in the short special of the newly released Volume 32) should also be excluded when talking about Fuhrer Ugly. They are able to travel through the galaxy with their spaceships, have far better weapons that can annihilate entire cities (which in the verse are country-sized) in one go, with Lord Boros and the cannon of the other aliens being planet-busting weapons. Basically, the main ones that should be considered are the earthling monsters that aren't empowered or made by God. The problem is that this still leave us with some really high standards, given that the objective of most monsters is the complete extermination of humanity. And this is where another important point of debate should be brought up.
Sure, attempted genocide is literally the most common crime in the franchise... But the main problem is that most Mysterious Beings had literally no chance of actually doing it to begin with. Deep Sea King, Vaccine Man, Cruel Dragon and many, many others all proclaimed their intentions of wanting to exterminate humanity, but none of them ever really had an actual plan on how to do it and just wanted to attack humanity, believing that no one would be strong enough to stop them. Truth be told, the moment a strong S-Class hero would appear they would be cooked regardless of Saitama being there or not. So, when taking this into consideration, the Monster Association as a group have a pretty notable edge compared to all of them, given that they had an actual plan on how to go for it.
They planned to attract the S-Class heroes in their hideout by using an hostage as a bait, then use lesser monsters to test their abilities and see the best match-ups for each hero, then proceed to send the Cadres against them and kill them. Once the most powerful protectors of Earth would be dead, monsters would be free to exterminate humanity without obstacles, and a society of Monsters would be born in it's place. And the plan would arguably have worked too, if it wasn't for Saitama and Garou's separate interventions. Given that all the Mysterious Beings within the organization were well aware of this plan and actively participated in it, I would say that the Mystrious Beings of the Monster Association have a pretty notable edge compared to other regular would-be-genocidial monsters, with the Cadres in particulare being even more heinous than the regular members since they are high-ranked components of the group, with them being an essential part of the plan to get rid of the heroes.
But given this, all the Cadres would stand out equally, so the main question is: does Fuhrer Ugly do enough to stand out on his own? I would say yes, for several reasons. First of all, let's start with a general argument that however is of extreme importance when analyzing him: his individual resources. I already talked about him as a member of the Monster Association, but when taking into consideration him as a singular being? Well, his resources are pretty lacking given that he is just... strong, and that's really it. He doesn't have any way to cause mass damages on his own, with him only being able to punch really hard. He lacks the size of Elder Centipede, Marugori or even of a Demon Level Threat like Hundred-Eyes Octopus. He lacks the means to cause mass destruction like Vaccine Man and Homeless Emperor with their orbs of light or Gouketsu with his shockwave. He even lacks any mean to mass murdering entire chunks of population like Vampire Pureblood or Mosquito Girl. And when he is given slightly more resources to work with when he evolves into Vomited Fuhrer Ugly thanks to Gums' acid it's where he becomes even more heinous, but he still have less resources than the ones mentioned prior and doesn't have enough time to fully express his vicious nature in this state. So, this should also be taken into high consideration when talking about him as a candidate.
Now, we talked a lot about other elements like resource and heinousness as a whole, but what are the elements in particular that helps him stand out? Well, I will go in depth into them in a bullet-point list to make sure to be as clear as possible:
- Brutality: Fuhrer Ugly is, by far, one of the most brutals monsters in the franchise. The series doesn't shy away from gore when monsters are killed, but apart from Zombieman, who's main power is his incredible regeneration, it is pretty rare to see gore from humans (there was a Genus clone that was killed pretty brutally, but that's it from what I remember). Humans do die, sometimes even in brutal way, but never in ways that are very graphic ... And this is where Fuhrer Ugly comes in, given that he brutalize important characters in very disturbing ways. He caves in Amai Mask's face with a punch before ripping him in half, he completely break all the bones in Tanktop Master's body with a series of punches before letting Gums eat him (both survives thanks to regeneration/tanktop powers(?), but those are really violent scenes nonetheless), rips Sooshi's arm with the intention of ripping him apart piece by piece, he melts Zanbai's face, Amahare entire body and Nichirin's lower body (the latter survives, but he needs to wear a mechanical prosthesis). Normally, Mysterious Being just beats up the main known Heroes, so to see someone brutalize them to this level is pretty notable, especially given that he even kills two, leading us to the next point.
- Killing named human characters: This might sound like a strange point, but bare with me. Fans of the series should know this well, but One and Murata usually don't like to kill off named characters among the good guys (so excluding all the villainous characters). Unnamed characters do die often, but for named ones with a role it is extremely rare, which is the reason as to why several Heroes and characters survive even brutal beatdown and none of them dies (excluding the alternative timeline where Garou's radiations kill everyone, but that's another story). To my memory (and people can correct me if I am wrong) the only other good named character that dies is Tongara, who was killed by Evil Natural Water. So, as said before, it is extremely notable that Fuhrer Ugly doesn't just kill one, but two named characters, Zanbai and Amahare, which helps him stick out compared to other Mysterious Being that don't have a killcount that includes named known characters like this two.
- Personal villainy: You might wonder on who he might have personal villainy given that he isn't related to any known characters, and the answer is simple: Darkshine. As I explained in the "What he did?" section, Fuhrer Ugly uses his acid to burn his hands, then spits on his chest and burns it too, and at the moment it might seem like something not that important, but it is actually the reason as to why Darkshine decides to retire from the Hero Association. Sure, Golden Sperm was the one that dealt the final blow to him that sent him flying, but it is explicitely shown to us that the wounds made by Fuhrer Ugly are what leads to this decision. As you can see in the images on the the side, he still sees the scars that Fuhrer Ugly left on him even after those are healed (in the first panel he doesn't have any wound or scar on his hands, so it is all in his head), visibly traumatized while he thinks that he is scared of the next battle because of it. After all, he is extremely proud of his skin and its durability, so to see it burn away like that... it was a heavy blow for him. Given that he is the main reason as to why Darkshine is traumatized, this would give Fuhrer Ugly a good deal of personal villainy towards Darkshine. Plus, he also killed the fathers of Yuta and Shido (the previously mentioned Zanbai and Amahare), so he would indirectly have some personal villainy towards them too, but the impact he had there is pretty minor compared to Darkshine, at least for now.
- Attempted sexual assault: He also have a pretty niche crime, given that he is one of the only ones that have an attempted sexual assault on his crime sheet. The only other two would be Tongue Stretcher and Do-S, but the first one is mainly comedic with him being stopped by King of all people, while the second one, from what we know, only whips others to turn them into her slaves. Meanwhile, Fuhrer Ugly have a much more direct approach, given that when Tatsumaki is down and half unconscious because of one of his attacks he doesn't hesitate a second to try and assault her, declaring proudly that he wants to see what kind of panties she is wearing. It is even creepier given that Tatsumaki's growth have stopped because of the experiments she went thought, so she is really young looking. So, given that he attempts a crime that is pretty rare among other villains in the series, this should help him stand out further from the rest.
- Attempting to use Black Sperm as a meal: Remember what I told previously about him wanting to use the Black Sperms as food? Well, each Black Sperm is an individual and indipentent living being on their own, and this is confirmed directly to us when all of them fuses together to form Platinum Sperm, where one of the Black Sperms explains that while fusing the countless consciousness of the singular Black Sperm are contending to be the sole one, with him calling them "lives" that needs to be sacrificed so that the sole Platinum can be born, with the others of "him" disappearing. It is pretty explicit in this regard that the individual Black Sperms are singular living beings rather than a single living entity, so killing one would be killing a life. Why am I saying this? Well, Fuhrer Ugly explicitely said that he wanted to keep eating the Black Sperms endlessly to sustain himself (he straight up call them a "never-ending supply of protein", a "perfect meal"), meaning he was more than willing to eat all of the Black Sperms if that meant sustaining himself. And how many Black Sperms there are? 54 trillions. Yep, trillions. Fuhrer Ugly was more than willing to endlessly eat them, so it is safe to say that he wouldn't have a problem killing them all as long as he could sustain himself, making his attempted/willing killcount in the trillions. This makes him stand out a lot compared to all other monsters, that "just" want to exterminate humanity, and ultimately is the factor that, to me, makes him qualify without problems. Yes, Black Sperm isn't a good guy at all, and the Heroes were attempting to destroy him too, but I don't think that I need to specify the difference between the Heroes, who were defending themselves from him while attempting to stop him from his genocidial intents, and Fuhrer Ugly, who instead wanted to endlessly devour him for convinience sake.
To briefly summarize since this section came out longer than I would have liked to: Fuhrer Ugly is a high ranked of the Monster Association, an organization that openly aims for the complete extermination of humanity, with him specifically wanting to rule over all the Mysterious Beings once humanity is no more. Given that the group actually had a plan for the genocide that almost succeeded, the Monster Association's members, and their Cadres in particular, would stand out compared to regular monsters that don't even get close to do it. He then have several individual factors and crimes that makes him stand out when put together, which includes brutality, unique crimes and a higher attempted killcount, all while also having really low individual resources when compared to other Mysterious Beings, even ones of lower Level Threat. All of this makes him stand out in the setting, to the point that I would say that he himself set the standards for earthling Mysterious Beings without God's empowerment, and he is the one that would actively prevent other "regular" possible candidates to stand out compared to him.
Verdict[]
I apologize for the lenght of this proposal, but I wanted to get my point across as clearly as I possibly could, especially with the heinous standards problem of the franchise. Given all that I talked about above, I would say that Fuhrer Ugly is a solid yes to me, even in the setting of One-Punch Man which have some really high standards. But I would like to hear you guys' opinions about this, so give your thoughts on this candidate and let's see if this franchise can have its first Pure Evil.
