Well, this is my first Pure Evil proposal in over two-and-a-half years. Probably won't do too much proposals in a while besides this one. So, doing this on one of the recent villains from One Piece. A little late on this proposal, but it's here. And also, this is a collaboration proposal with Yorkobe Shounen.

What is the Work?[]
One Piece is an action and adventure manga and anime series written by Eiichiro Oda where in the New Age of Pirates after the death of the Pirate King people seeks out the One Piece to become the Pirate King. In this race to it, Monkey D Luffy is our protagonist seeking to sail the seas, find the One Piece, become King of the Pirates then he will _______ (seriously we don't know). He sails together with his crew, the Straw Hat Pirates, as they also begin to discover the true nature of the World Government and the secret behind the Void Century. Today's candidate is one of the heads of the World Government and one of the most despicable characters in the series that being....
Who is Jaygarcia Saturn?[]
Jaygarcia Saturn was one of the leaders of the World Government and a Celestial Dragon. He was a member of the Five Elders who was the Warrior God of Science and Defense. He was a pragmatic and cruel ruler of the World Government who oversaw many operations within the organization. He was an immortal with unique powers and the archenemy to Bartholomew Kuma and Jewelry Bonney. He is also the main antagonist of the Egghead Island Arc.
What has he done?[]
In the distant past, 200 years ago, he allowed scientists to study the Iron Giant, Emet, even though there were orders to destroy it after its rampage. About 40 years before the present-story, Saturn was present on God Valley where he spectated the Celestial Dragons genocide against the innocent natives of the island as they were killing them for sports. Saturn confronted Bartholomew Kuma, a child, who was a slave to the Celestial Dragons by telling him that he only had the choice of being a slave for the rest of his life or death because of his Buccaneer lineage. Kuma stands up to Saturn which angered him and the Kuma escaped.
Over 20 years ago, Saturn, alongside the other elders ordered the mass murder of all the Ohara Scholars because they continued to study the Void Century even after being told not to. Along with Akainu's genocide of the Ohara civilians, Saturn and the elders were all culpable behind the entire massacre.
After Ginny, (Kuma's childhood friend) was captured and brought to the Celestial Dragons, Saturn had her experimented on giving her the deadly Sapphire Scales disease. Before dying from it, Ginny passed on the deadly disease to her daughter, Jewelry Bonney. Saturn kept an eye on Kuma. When Kuma looked for a solution to Bonney and sought out Dr. Vegapunk, Saturn interjected himself into the situation to give Kuma a deal. The deal being: Kuma becomes one of the Seven Warlords of the Sea and to have Vegapunk remove his free will and turn him into a pawn to serve the World Government without question or disobedience. At the same time, Kuma cannot see his daughter at any given point or she will be made into a slave. And through this plan, it could save Bonney's life. Kuma agreed to the plan which resulted in him having his own personality and identity removed leaving him as a living dead.
After that, Saturn is informed of Monkey D. Luffy's activity and continued to be updated on Luffy's activity as his bounty continues to increase. At one point, Saturn, along with the elders covered up the Impel Down prison break to save their own public image at the cost of putting the public in danger of dangerous criminals since they are unaware. Since the time-skip, Saturn is informed about Luffy's activity in the New World. During the Levely, he met with a man presumed to be Shanks and later their leader Imu to ask them who they should "extinguish from history". He and the other elders met with Nelfeltari Cobra, King of Arabasta, as he asked them questions about things in the past related to the D clan until Imu appears. As Imu leads the discussion and Sabo ambushes the Elders and Imu in an attempt to save Cobra, Saturn, the Elders, and Imu helped to murder the king and cover up the entire incident by pinning the murder on Sabo. Imu tells Saturn and the Elders that they want to try out Mother Flame from Vegapunk and a weapon of mass destruction on Lulusia Kingdom. Saturn and the other elders obliged to Imu's orders and unleashed the WMD on Lulusia killing a large amount of people.
Saturn and a fleet of thousands of Marines prepared to confront Vegapunk on Egghead to murder him, take the Punk records, and secure York (as the only Vegapunk the WG would need) because Vegapunk was studying the Void Century (an act considered criminal by the Elders). Before reaching the island, Saturn ordered a ship of innocents to be killed under the slim possibility they might possess forbidden knowledge related to Vegapunk's Void Century research.
Saturn appeared on Egghead and immediately killed a low-ranking Marine for looking at him. As Bonney confronts him, Saturn revealed his evil actions against Kuma and Ginny and Bonney to Bonney while holding her and emotionally tormenting her. He attempted to kill her until Kuma saves her and punched him away. After helping to fatally impale Vegapunk for giving Bonney control over the Pacifistas and confronting the Blackbeard Pirates, Saturn summoned the other elders to the island when Vegapunk dead-man switch global broadcast is activated. Saturn summoned the other elders to the island to help him stop the message. He fought against Luffy, the giants, and the other Straw Hats and helped to stop the message briefly, then attempted to capture and kill Bonney and Kuma on the Giant's ship until he was given a barrage of punches by the Luffy and Bonney and pushed off the ship. He regenerated and tried to go after them again, but Emet unleashed Joy Boy Haki to de-summon most of the Elders and saving Luffy and his allies.
Saturn had a meeting with the Vice Admirals about the status of the mission and brutally attacked Vice Admiral Doberman for questioning the truth behind Vegapunk's message. Moments afterwards, Imu decides to strip Saturn of his immortality and powers for his role in allowing "Joy Boy" (Monkey D. Luffy) to escape. Saturn in pain begged Imu for mercy for his failure before an explosion reduced him to a skeleton.
Heinous Standards[]
He surpasses it. While he does share a lot of the crimes with the other elders like the Ohara genocide, Lulusia genocide, and other crimes which alone accounts for a high kill count in the thousands at least, he stands out from the rest of them with his own actions. He is the only Elder seen overseeing and the native hunting games (genocide against innocent native islanders) and even telling Kuma he deserved to suffer as slave simply because it was declared that his bloodline were enemies to the World Government. Before arriving to Egghead, Saturn ordered Marines to bomb a ship full of innocent civilians on the suspicion they might know about the Void Century via Vegapunk even though he did not investigate them to confirm this.
When he confronts the Jewelry Bonney, Vegapunk, Luffy, and others, he revealed that he had Kuma's friend and Bonney's mother, Ginny, experimented on to have the Sapphire Scales which would eventually kill her. The disease would also be passed down to her daughter, Bonney, which he also experimented on when she was a baby. Saturn was also aware that Ginny was mistreated by the Celestial Dragons and allowed it to happen. And when Kuma tried to find a cure for the Sapphire Scales, Saturn gives Kuma a deal to allow Dr. Vegapunk to experiment on him to wipe away his personality and identity to become a mindless soldier for the World Government and not see Bonney ever again in order to save her or else if he does see her, she will be made into a slave. Kuma went through with the irreversible procedure at the cost of his own mind. And later on, Saturn would admit to doing this because he simply does not care about the feelings of "insects". All in all, he devised an evil plan to permanently ruin Kuma's life with nothing but cold satisfaction through a procedure which was largely successful. This also extends to him ruining Bonney's family by making Kuma into being devoid of his own emotions and identity and causing the death to her mother. And when he confronts Bonney about it, he emotionally torments her, a twelve-year old child, with the hope of making her despair before attempting to kill her. All of which adds to the uniqueness and personal villainy he has.
As a leader of the World Government, his cruelty also extends to his underlings as he was perfectly fine with having CP0 members sacrificed on Egghead to fulfill the objective of the mission. He even went as far as killing one Marine for looking at him by blowing up his head. He kept talking down to the men and women who serve under him by calling them insects. And at the end of the arc, he brutally attacked Vice Admiral Doberman for asking him a question about the truth behind Vegapunk's message.
What distinguishes him from the other elders is the mass murder he orchestrated with the bombing of a ship full of civilians leaving Egghead, his personal villainy towards Kuma and Bonney by orchestrating a situation where the former is forced to give up his mind to become a mindless pawn and destroying their family and the latter was experimented on as a baby and emotionally tortured by him, and his repeated acts of harming and killing his own subordinates. Even with that, he was also behind killing thousands through the Ohara and Lulusia mass murders alone along with endangering the public by allowing cover-ups like the Impel Down prison break and other things.
Mitigating Factors[]
Throughout the series, he is seen speaking with Mars, Warcury, Ju Peter, and V. Nusjuro. He is shown to be cordial around them. But, his relationship to them from what is seen throughout the series is business-casual. He has not expressed any actual care for them as individuals. He is just around them to discuss matters relevant to him like certain dangerous pirates and other political things.
His relationship with Imu is that of reverence since he bowed to them. But it is also a two-sided business relationship where he and the elders would need something from Imu (like planning which "light" would need to be extinguished from history) and the latter would need something from them (telling them to retrieve Vivi for them). To Saturn, the relationship is also business-casual with reverence for someone he knows is more powerful than him and can actually hurt and kill him. He shows extreme caution towards Imu especially in the scene where Imu suddenly appears in front him and the other elders near King Cobra. In fact, in chapter 1125, it shows that Saturn is willing to do what he thinks is best for the World Government without actually taking into consideration what Imu would think. When Emet (the Iron Giant) was done with its rampage on Marie Geois, there were orders to scrap the robot, but Saturn went against those orders to preserve the robot to study it because he thinks it would be a great asset to the WG military and even told some scientists he would protect them from any authority so that they can study it. This moment shows that Saturn is willing to prioritize his own curious mind and decisions over how it could affect Imu and the other elders. This also shows that his loyalty to Imu is not absolute, it is flexible, and that Saturn cares more about what he can do with his position as the Warrior God of Science and Defense than following orders himself.
With York, he did mention that her safety is paramount. But, it is only because she is a useful pawn to the elder's plans. He needs her alive because she is the only Vegapunk, the only super-smart scientist, the World Government would need while all the other Vegapunks are expendable. His relationship is pragmatic as he could only benefit from having her work under him. It's also the same way he views powerful people who work for the WG like Kizaru.
He also loathes humans calling them insects. This also applied to marines and CP0 agents who work under him and would not mind them dying under his command or straight up injuring or killing them by how he killed one Marine for looking at him or telling Doberman that human lives are comparable to insects.
His death was gruesome with him withering away and begging Imu for mercy since Imu was angry at him for allowing "Joy Boy" (Luffy) to escape. The death is not portrayed with any sense of pathos, to evoke sympathy from the audience, or to categorize him as a scapegoat. Its because in chapter 1125, its reveals that Saturn's decision to keep Emet (The Iron Giant) around instead of following orders to scrap it was what screwed up the mission on Egghead since the robot would become mobile, protect and allow Luffy to escape, and unleash Joy Boy haki which would de-summon the remaining elders and terrify Imu leaving them to scream and shake in terror. For that reason along with failing the mission entirely, Imu blames Saturn for allowing "Joy Boy" Luffy to escape.
As he said to Imu, he didn't foresee Luffy's power and he did try to stop him, but the scene doesn't evoke sympathy because his decisions led to that outcome. And, Saturn didn't try as hard as he could to detain or kill Luffy during the Egghead Incident (at least in the beginning when he had the advantage when he was successfully fighting and holding off his enemies). While he made one attempt to kill Luffy before Franky saved him, Saturn still had more time to do something to Luffy, but he spent more of that time emotionally tormenting Bonney to try to make her despair out of his own personal gratification while he was aware that a de-powered and weakened Luffy was laying near him and could have killed or detained him at that moment. But, Saturn chose to be spend more of that time being sadistic and passed up that opportunity only because he wanted to see Bonney suffer. And, his death scene serves the point to evoke a level of horror in-verse and to the audience to further characterize the type of character Imu is than sympathy for Saturn.
Overall, nothing redeeming or mitigating to him. He was a self-serving, misanthropic, hypocritical leader who cared a lot about his own interests and goals than anything else.
