This is my first ever PE removal proposal on this wiki. Now let's get started.
Who is the Villain?[]
The villain is Vulpes Inculta, one of Caesar's right-hand men and a leader of his Frumentarii. The first his crime we witness is the massacre of Nipton, which he justifies by Nipton residents not even resisting the Legion and as a means to terrorize NCR. Later we also find out that he is responsible for Battle of Nelson and destruction of Camp Searchlight and Twisted Hairs tribe before the events of the game. He is also responsible for many other schemes during the game events, such as giving a pro-Legion Courier a task to help a mole within NCR's ranks.
Why Doesn't the Villain Qualify?[]
Despite his crimes he still doesn't qualify as PE due to two major preventions. The first and the main one is that he is genuinely loyal to Caesar and selflessly does everything he can to promote Legion's interests. Vulpes is not a fanatic either as Caesar trusts him enough to know that the former is not really a descendant of Mars and yet Vulpes remains completely loyal to Caesar and to believe in his vision for the wasteland, which makes him a well-intentioned extremist.
Here are the quotes which prove this:
"Caesar is the salvation of mankind, his Legion the rebirth of civilization in a benighted age."
"This is a moment I'd hoped would not come for many years. Caesar's death puts the Legate Lanius in command now."
In this quotes he expresses that Casesar is a salvation of mankind and hoped not to see the moment he dies and is replaced by Lanius. However, the second quote can be interpreted as a disappointment that Lanius won't use services of Vulpes due to preferring direct methods (while Vulpes doesn't express disappointment, he still points out that more than likely his services won't be needed by Lanius).
The second prevention is if the Courier is pro-Legion, then Vulpes is genuinely affable to him and appreciates his efforts for the Legion after completing its tasks. Aside from these two preventions it can also be argued that he has some twisted sense of honor as he wanted Nipton to put up a fight for its independence from the Legion, but they instead just gave up, which caused Vulpes to slaughter an entire town. If the last prevention can be considered legitimate, it is very minor, but still.
