Going to propose as many Doctor Who villains as possible. Here’s the first one out of multiple planned effortposts.

MaxCapricorn

What’s The Work[]

Doctor Who is a British sci-fi series about a Time Lord called the Doctor who steals a Tardis from his home planet Gallifrey and uses it to travel through time and space.

Who is the Candidate? What Have They Done?[]

Max Capricorn serves as the main antagonist of the episode “Voyage of the Damned”. He is a cyborg from the planet of Sto who runs a cruise line, owning a spaceship replica of the Titanic. After the crew on the ship voted him out, he tries to have them framed for genocide. He bribes the captain of the ship to crash the ship into asteroids, severely damaging it and causing multiple deaths. He then programs the Heavenly Hosts to kill all the survivors. His goal is to cause the ship to crash into Earth, destroying the entire population just so the crew that voted him out can be blamed. Capricorn plans to quietly retire afterwards, much to the Doctor’s disgust.

Freudian Excuse/Mitigating Factors[]

While his home planet is prejudiced towards cyborgs, this excuses absolutely none of his actions. He tries to have the entire population on Earth obliterated all because he was ticked off that the cruise line’s new board voted him out. Besides that, there is nothing sympathetic about him.

Heinous Standard[]

For details about the heinous standards for the show, refer to some of my other proposals. But as for Capricorn, his body count is quite high, with the destruction of the Titanic spaceship along with all the murders that the Heavenly Hosts committed under his programming. He even tries to destroy the Earth purely out of spite because he was voted out, which is arguably the pettiest motive that any DW villains can have. In the end, he clearly does enough even for the high standards.

Final Verdict[]

Keep.
