Pure Evil Proposal - The Master (Harold Saxon)

To preface this, I've already proposed this character back in 2018, but I've elected to do a re-write for him since the "heinous standard" section in the original EP, to my error and inexperience at the time, was plagiarized, not to mention that the proposal overall was too short and under-detailed. Thus, I thought I'd use this opportunity to write up a more detailed EP that I anticipate will do the character justice this time.

And yes, I will be referring to him as "Saxon" throughout the duration of this proposal for convenience sake.

This is a character whom I seriously, seriously can't believe was rejected back then, so having gotten permission from a bureaucrat to repropose the following character last month, thought I should get into it now.
