I decided to propose the doppelgänger of Clayman from ISEKAI Memories first here.
What's The Work?
That Time I Got Reincarnated as a Slime: ISEKAI Memories is a mobile game by Bandai that is mobile game based on the That Time I Got Reincarnated as a Slime mobile game.
Who Is He?
Mokshan is major antagonist who is a copy of Clayman created by Izis where he would serve as a major antagonist in the Mad City event storyline trying to have the Mirror World override the Central World in his own image.
What Has He Done?
He would make several Majin in Loup Loupe wish for his freedom only to end up in the main Mirror World where he would conspire with Izis in helping her out of pragmatic reasons with him helping her create Mad City.
He reach moral event horizon where he intends to have the Mirror World override the main Central World and was shown effects of it happening with some ground disappearing as it happen so it doesn't rely on any fridge-horror plus heroes took it seriously enough anyways as he would be attempted universal destruction where he did temporally tricked Izis before she realized she was ployed and teamed up with Rimuru pragmatically to defeat him.
He would use the various Mirror World copies as his minions to turn them into Orcinus Alters which are Mirror Copies of Charybdis to attack the heroes and see them nothing more than disposable but however he would be defeated by Izis and sent back to the Loup Loupe.
When he returned as Mokshan the Third he would attempt to have revenge on Rimuru Tempest and co where he plunged some of them in Mirror Nightmare Dimensions to live worst fears and fighting their own double only to be defeated by Shinsha as he is pulled back into the Mirror World and when he tried to attack Emils he got defeated by the Rimuru clone.
Heinous Standards?
Surprisingly since the mobile game isn't confirmed if it take in the main series the heinous standards are much lower than the main series since it is based on the Anime so he don't need to complete with the likes of Fledway, Michael, Ivaragé and Jahli etc giving him more chance to stand out since it go only up to Third Season of the Anime currently.
He has to compete with his creator Izis who killed 10,000 people to break free wand Cliché who attempted to destroy the Western Nations, Gelmud who created the Orc Disaster Geld, Clayman who attempted to slaughter the Beast Kingdom and destroy Tempest using Falmuth as a Proxy.
Possible Preventing Factors?
His so called tragedy is petty since he only wanted to free his own spine from the Loup Loupe Tower meaning it is Fake Tragic since it isn't even played for sympathy at all since he was willingly gonna use others to use it here.
Although he is a clone of Clayman created by Izis from her abilities, he doesn't have moral agency issues since he was able to rebel against his creator in the Mad City event and have his own goals & schemes and he also isn't made of evil since Shinsha was also created by Izis shown to do good as after developing a moral agency of her own to learn a sense of right and wrong but choice to be good so the same can be applied to him as he chose to be evil.
And he may seemly gotten along with Emils in Mad City event but he tried to attack and force him to serve under him later on in a later game event story meaning it isn't genuine at all and likely pragmatic.
Verdict
I say yes since the ISEKAI Memories isn't confirmed if it is in the main series it has much lower heinous standards and him attempting to override and replace the Central World with the Mirror World would be more than enough since destroying the universe and replace it with the Mirror World would be more than enough to stand out.
And while he was a clone of Clayman created from Izis, considering he was able to rebel from her and since it was shown Shinsha, a creation of Izis was capable of doing good yet choice to be good after the developing a agency so he don't have moral agency issues whatsoever and any possible redeeming qualities are pragmatic and his so called tragedy is too pathetic making him Fake Tragic since don’t told up at all.
