
"Why are there defeated among us?"
Well, I was talking with some friends and been both rewatching the anime, along with rereading certain chapters of the manga, I initially dismiss this guy, but I think he's worth a relook. If he does pass, Fuhrer Ugly won't be the One Punch Man villain up as PE. I'll also be copying and pasting some bits from my EPs I had done on the Troper's Hub. Also, considering season three is currently out, thought it be a perfect time to bring him up.

What Is The Work?[]
One Punch Man started as a webcomic series created by a man nicknamed One, who would later create another series called Mob Psycho 100 and later the manga series Versus. The manga was later adapted thanks to the artist Yusuke Murata, who then gained an anime adaptation that has a third season going on currently.
It follows the title hero, Saitama, who was an unemployed man who, after a run-in with a monster called Crablante, decided to be a hero-for-fun. He trained for two years, doing 100 push-ups, 100 sit-ups, and a ten-kilometer run every single day, until he went bald—and also became strong enough to kill city-destroying monsters with a single punch. But because of how absurdly powerful he has been, he is depressed, if not mostly emotionless, to the point that he can no longer face a challenge. He meets Genos, a cyborg who's finding another cyborg who wiped out his hometown, who became his disciple (even though Saitama isn't interested in that sort of stuff), and joins the Hero Associations... But apparently, no one knows who he is or any of his accomplishments. In fact, half of his feats go to King, a man with an outrageously loud heartbeak who has no superpowers, but he has such insane luck that people think he's the strongest man alive when in reality he's just bullshitting it all.
Now cutting to the Human Monster saga, as the world of One Punch Man is crapsack: humanity is being plagued by monsters, either natural born or humans who straight up mutate over an obsession or desire for power (or just eating too many crabs, like Crablante), cities are being wiped out, and humans are killed by the dozens. The Hero Association recruits any hero, whether with superpowers or not, to fight these monsters to protect the human race from extinction. One monster, Gyoro Gyoro, who is actually a human psychic named Psykos, created the "Monster King" Orochi and the Monster Association in response, hoping to wipe out humanity with an army of the most dangerous beasts alive. In the midst of this, a former disciple of S-Class hero Bang/Silverfang, Garou, decided he would use his powers to become "A monster," thus the Hero Hunter is born, believing the world is unfair and sought to correct it by being a monster so dangerous that the whole world would unite to fight him.
Who Is Monster King Orochi? What Has He Done?[]
One of the main antagonists of the "Human Monster" Saga: Once a misanthropic martial artist who lost attachment to humanity long ago, he was chosen by Psykos to partake in brutal experiments involving surviving near death experiences, massacring and cannibalizing other monsters, until he mutates into the ultimate monstrosity. Psykos used her psychic powers to "brainwash" him to be a pawn in her genocidal plans to exterminate the human race. Turns out that wasn't the case for Orochi, who was pretending to be under her control but has ambitions of his own, planning to oust her to further cement his status as the boss. The two would start the Monster Association, recruiting the worse Mysterious Beings imaginable in a like-minded goal to wipe out the entire human race and rule the planet. Orochi in particular is responsible for mass producing the Monster Cells, organic substances that can mutates humans into violent monsters, which the Association uses to recruit and boost their ranks less they kill anyone who refuses.
Both Orochi and Gyoro Gyoro (Psykos's monster disguise) orchestrate a massive rampage across every city in the supercontinent the setting takes place in, essentially a global attack: sending monsters to wreak havoc, killing swathes of people and annihilating huge sections of these cities, leaving entire city blocks in ruins. Examples being the vampire Pureblood who drained the blood of hundreds, a snake-like monster using his poison to fill up the air and incapacitating all who breathes them, the dominatrix Do-S who brainwashes her victims to slaughter each other, and a monster literally named Face-Ripper who... Yeah, his name says it all. Even the heroes aren't safe, being left to be brutalized by these vicious monsters, being put in hospitals only for it to be attacked by another monster who plan to kill the heroes there, putting civilians in it in danger. Oh, and Orochi is as merciless to his comrades as he is to humans, any monster who fail him gets eat alive which he did to Awakened Cockroach and tried to do this to Do-S. Only sparing the latter due to her useful skill. He would also dismiss the massive casualties of his factions, not caring how many of them die as they can simply make more to replace them. He would send the Monster Gouketsu to a martial arts tournament and have him try to recruit the fighters there, either partake in the Monster Cells or be killed by him.
Amidst the chaos being caused in the human world, they kidnapped the child of one of the Hero Association's most vital members Narinki to keep as a hostage. They would try to recruit Garou, particular so Psykos can use him as a replacement for Orochi, so Orochi tasked him with killing any hero to prove himself. When he failed this task and tried to fight the Association to save his kid friend Tareo, Orochi easily defeats him and locks him in the dungeon for Psykos to brainwash. Then, this is when the fight between the Monsters and Heroes begins. The Monster Association prepare to slaughter the heroes while the heroes go to save the hostages, any monster refusing to fight are eaten by Orochi. When Orochi caught eye on Saitama, he goes to fight him to satisfy his boredom of being the strongest. This being Saitama, he gets one-punched by him easily lmao.
But this wasn't the end of Orochi, as his heart lives and he has to regain his power by consuming dozens of his own minions. He starts assimilating as many of his own lackies as possible in true body horror fashion, until he spots Psykos fighting Tatsumaki. He acts as if he's helping Psykos fight Tatsumaki until it's revealed he was trying to get close to her, attempting to consume Psykos to make himself even stronger than before. The two would struggle gaining control, but then a mysterious entity known as "God" appears to them and merge them both into a cosmic celestial. The two would begin assimilating the surrounding area, from entire buildings to trying to consume livings beings. While Psykos claim to be in control, it's only until the next panel reveal Orochi steal has a mind of his own and tries to gain control so he can get his revenge on Saitama for beating him. The two would battle Tatsumaki, where Psykos reveal they plan to consume all life on the planet until they become the Earth itself of which Tatsu just mocks her for having to rely on Orochi on everything.
They critically injure Tatsumaki until Genos arrives to save her, and the two would nearly defeat them and lose their celestial powers. The two would try to escape to a nearby city and kill as many humans as possible to eat their blood. It wasn't until Drive Knight arrives to hinder them long enough for the rest of the S-Class hero to kick their ass, with Tatsumaki delivering the finishing blow by ramming the entire Monster Association base on Orochi. Drive Knight took a sample of Orochi with him, so whether or not he's dead or could return remains unseen.
Mitigating Factors[]
The guy doesn't have a lot of redeeming qualities, closest was he respects Saitama for a bit and was eager to fight him to satisfy his blood knight tendencies. Buuut then he gets one punched by him, unlike Boros who remains affable and shows nothing but respects to him, Orochi is bitter and wants to take revenge on the Caped Baldy for beating him. Also, whether it's still canon or not, he tried to sacrifice him to an alter believing it'll make him a god, further showcasing he does not actually have any honor and is just a power-hungry dick head.
The other thing is Psykos claimed she brainwashed him to be nothing but obedient to her every whim: which is then proven to be utter bullshit as Orochi was just pretending to be obedient only to betray her so he can truly become the "Monster King". He was a misanthrope before he was experimented on by Psykos, in fact he willingly chose to be experimented on just for the sake of becoming the ultimate lifeform.
Heinous Standards.[]
The only hiccup, the heinous standards is BIIIIG. Monsters tend to be genocidal and out to eradicate humanity, wiping out cities as a result. Starter villain Vaccine Man wants to kill all humans and destroyed swathe of a city to preserve mother nature, a giant mutated man and his mad scientist brother killed thousands, Dr. Genus establish to have done human experiments and sent his monsters to kill dozens of people to destroy mankind and rebuild the world in his image (he redeems himself) with Carnage Kabuto stated to be his most derange monster as he led a massacre that lasted a whole week.
Even Crablante, goofy as he is, killed multiple people and tried to kill a kid for an extremely petty reason (using a permanent marker to draw nipples on his chest). Even the average monster mook or minor villains try to kill children a looot, like Deep Sea King tried to massacre a bunker full of humans and tried to spit acid on a child out of spite. Empty Void, both webcomic and manga, runs a programs where he abuse children into becoming killers with superspeed (doesn't count for either continuity, he's only in a few panels before getting comedically one-shotted by Saitama and doesn't get enough screentime to even speak, and the Manga version is made a brainwashed victim). Now there's a big bad by the name of "God", a cosmic celestial seeking humanity's extinction and tried to destroy all life on the planet (killed a looot of people in one timeline before the protagonists use time travel to prevent it). It's heavily implied, if not confirmed he's responsible for the monsters popping up to destroy humanity, but he is a wait-and-see, is being set up as the "God Level Threat" that would attack humanity in the future. Then there's Boros (affably evil with genuine respect for Saitama), who's a planet-destroying alien warlord who wiped out a city and nearly destroyed the Earth, and destroyed several planets prior. Even Psykos/Gyoro is nasty, doing horrible experiments where he puts humans in tortuorus training that kills them, have them and monsters cannibalize each other, and killed dozens of them to create a Ultimate Lifeform monstrosity, orchestrated multiple city wide destruction that killed many, is a bad boss who sacrified and feed dozens of her minions, and tried to assimilate all life on the planet while using "Monster Cells" to mutate people to add to her rank. Even the other monsters in the Monster Association are sadistic misanthropes who want to kill and eat a bunch of humans in their genocidal crusade. There's also a psychic organization that experiments on children (have yet to meet the leader).
There's also the other member of the Monster Association, Fuhrer Ugly, who killed a few heroes himself and tried to enslave his ally, Black Sperm (yes, that's his name) so he can utilize his abilities to make trillions of sapient clones for him to devour once he conquers the world (having only melted and consume some of the clones). He's another villain, I think I might do afterwards.
But the thing is... I think Orochi might be one of the worst among these villains. He plays an important part in Psykos's plans to eradicate humanity, he's the one producing these Monster Cells to mutate people into vicious killing monstrosities to boost the ranks of the Association and on his own killed dozens of his own minions, straight up assimilating them to make himself stronger. What I think pushes him over is the fact the mass assimilation plots he and Psykos plan to do on the world. Yes, it was Psykos's idea, but she can't even do this without Orochi, even Tatsumaki mocks her that she has to rely on Orochi for everything. The assimilation in particular has horrifying body horror infliction, living beings being consumed painfully and not even just them, entire buildings and such are getting to eat by the Psyorochi.
This is how bad this would've been if the two succeeded.
Being a genocidal maniac is the norm in this series, but being a full on omnicidal one isn't. Like, legit Boros, Psykos (whom he's deliberately helping btw), Garou (who only became this after being partially brainwashed by "God") and "God" are the only omnicidal villains that come to mind. Yet the first two lack is the fact the omnicide is going be horrifying, they ain't planning to straight up assimilating people especially when it comes to literally absorb their flesh and muscles in an agonizing fashion. He's not even piggybacking on Psykos's plan, again, it's shown he can still think independently, and it's been pointed out that Psykos pretty much had to depend on him when in danger or to get things done.
Final Verdict[]
I'll leave it up to you, but honestly I think the assimilation stuff actually gives him an edge especially for how fucked up it is.
