Well, since my previous two proposals to get an adaptation of the Shredder approved has failed to pass, I might as well set up a removal proposal for Tengu Shredder.

Who is Tengu Shredder?[]

Tengu Shredder is the main antagonist of the 5th season (Ninja Tribunal arc) of the 2003 version of the Teenage Mutant Ninja Turtles. The original Shredder the Utrom Shredder is based off on. Once a man named Oroku Saki in the 4th century AD, he made a deal with an ancient Tengu demon that was ravaging ancient Japan, and took on the mantle as the Shredder, laying siege to the land until he was defeated by his compatriots, sealing him away for centuries. Showing no gratitude toward the acolytes that released him during the present day, he decides to hunt down the warrior who now holds the title of the Shredder (Karai). Taking the form of her adopted father, he defeats her and spares her if she becomes his slave. He unleashes his magic to create Hell on earth on New York, having his demon army hunt down innocent civilians, and he plans to spread his evil throughout the planet.

Why Doesn’t He Qualify?[]

Here’s where an argument can be made. As much as Tengu Shredder wanted to create Hell on earth, his actions are nowhere near as heinous as his successor, Ch'rell, the Utrom Shredder (Resources are not a factor as Tengu Shredder is a demon with supernatural powers), with the focus being that his bodycount is nowhere near as much as Ch'rell’s. I mean Savanti Romero had two episodes that warranted his approval. The Tengu Shredder is a demon with power to turn the world into a hellish landscape, yet Ch'rell blows him completely out of the water with his atrocities spreading across the universe. He’s even got TS beat on the Bad Future episode, Same As It Never Was, when he attempted to build a device to teleport his armies to other planets for conquest. After Ch'rell’s actions, the Tengu Shredder kind of passes as "standard villainy."

Final Verdict[]

Leaning on a cut here, but I’ll understand if you guys decide to keep him.
