I'd hate to make a Removal Proposal so soon after a villain has gotten approved, but Piconjo really should not be approved for the Pure Evil category and how he did is baffling.
Piconjo was created as a troll character. His original creator was a well known troll who made videos featuring him in order to shock and and annoy people. Like most content on Newgrounds, the animations where he kills a bunch of people aren't meant to be taken seriously. They exist purely troll the viewer and most of them don't even have actual stories beyond Piconjo doing disturbing stuff.
Even discounting Piconjo's status as a joke character, there are plenty of animations which give Piconjo redeeming qualities. In the Newgrounds Rumble game, which the person who originally proposed Piconjo cited as one of the reasons why he should be approved, he helps Fancy Pants man out because he empathized with his plight as a stick figure. Either way, he's not a serious character and thus does not qualify for PE.
