Vaughn Davis is the main antagonist of the Robin Hood arc in the third season of Law & Order: Organized Crime. He is a gangster who recruits fake cops to assist him in robbing and assaulting innocent people.
He was portrayed by Christopher Cassarino, who portrayed Dan Straight in Fairy Tail.

Vaughn grew up in foster care with foster brothers Dante Scott and Manny Rivera, who were all sexually abused by their foster father, Leonard Baker. Vaughn and Dante both grew up to be criminals, and Dante was eventually imprisoned. Prior to this, he initially tried to become a cop and had exemplary skills but was turned down because of his temper.
While Dante was in prison, Vaughn and Manny started a gang who robbed and murdered people while disguised as police officers. They came to be known as Robin Hood. Vaughn became rich very quickly, and became a powerful figure in New York City's criminal underworld. They also frequently rape their victims, which brings them to the attention of the NYPD's Special Victims Unit and the Organized Crime Bureau.

After the gang robs and assaults their latest victims, SVU Detective Amanda Rollins asks Detective Elliot Stabler of the Organized Crime Squad for help bringing Vaughn and his minions to justice.
Meanwhile, when Dante is released from prison, Vaughn and Manny recruit him into the gang. Vaughn, Dante and Manny break into another home and rob the occupants of money and drugs. When Dante walks in on Vaughn raping a woman, he yells at Vaughn to stop, but Vaughn responds by shooting her dead.
The next day, Dante approaches Vaughn at the mansion while Manny treats his wounds. Vaughn gets into an argument with Dante, who says that he wants nothing to do with the gang. Vaughn manages to convince Dante not to back out, however.
During their last mission, Vaughn attempts to break into another home before his crimes are witnessed by the Organized Crime Control Bureau. Vaughn manages to get away from the scene, but Stabler shoots him and arrests him and Manny. It is later revealed that Detective Bobby Reyes is Vaughn's foster brother and tells Stabler's partner, Sergeant Ayanna Bell, that Vaughn is committing these crimes because of what happened at the foster home.
Vaughn calls Reyes and tells him that he is going to start killing cops as revenge. Stabler also discovers a bomb that Vaughn planted inside the mansion and evacuates the team. However, Vaughn uses terrorist tactics and places a bomb inside a car which explodes.
Vaughn ends up shooting cops and ends up shooting two of his own. While Stabler and Whelan pursue Vaughn, Vaughn starts shooting at them. Vaughn then calls his partner-in-crime, Detective Nate Reynolds, to help him after he gets arrested. Stabler and Whelan then corner Vaughn while he surrenders. Vaughn attempts to shoot Stabler but Stabler shoots Vaughn. He survives because of his vest, commenting that he would have made a good cop with his quick thinking but Stabler disagreed. Vaughn then gets arrested and taken into custody.
