Vice Admiral Edmon Rampart is one of the two main antagonists (alongside Dr. Royce Hemlock) of the 2021 Disney+ animated series Star Wars: The Bad Batch.
He is an Imperial officer who served the Galactic Empire in its early years, and is the head of Project War-Mantle, a recruitment initiative in which Rampart is responsible for the creation of Stormtroopers that would gradually replace the Clone Troopers of the Old Republic over the course of the Imperial Era.
He was voiced by Noshir Dalal, who also voiced Charles Smith in Red Dead Redemption 2, Adrian Graye Vernworth in The Owl House, Indra in Record of Ragnarok, Sandayu Oda in Cyberpunk 2077, Bode Akuna in Star Wars Jedi: Survivor and Mysterio in Marvel's Spider-Man 2.

Not much is known about Edmon Rampart before the rise of the Galactic Empire. During the early days of the Empire, he announced the implementation of chain codes as the Empire's form of identification. He also issued a holographic message that informed citizens that chain codes allowed for the exchange of now-invalid currency for Imperial credits.
The Bad Batch[]
Vice Admiral Rampart oversees Project War-Mantle, an initiative to replace clone soldiers with naturally-born humans; recruiting the Empire's first four conscripted soldiers as part of the initiative. Meeting with Governor Tarkin on Kamino, Rampart introduces the four new recruits, with the enhanced clone and former member of Clone Force 99 Crosshair as their commander.
Tarkin suggests to Rampart sending the new recruits to Onderon to complete the mission of eliminating Saw Gerrera and his camp of insurgents. Later, Crosshair's Elite Squad (excluding one member of the squad who was executed for insubordination) return with news that Gerrera isn't there, but the rest of his camp is eliminated, which Rampart sees as proof of Project War-Mantle's potential. Tarkin then leaves Kamino, leaving Rampart in charge of the new project.
Later, Rampart speaks with Kaminoan Prime Minister Lama Su about being informed on all matters from now on but Crosshair reports that a power surge occurred in a wrecked Jedi cruiser on Bracca. Rampart tells Crosshair to send a scout team. Crosshair then said he needed more forces, as Clone Force 99 was responsible. Lama Su protests to Rampart that Clone Force 99 can still be an asset to the Empire, only for Rampart to say he has no interest in rouge Clone deserters, ordering Crosshair to terminate Clone Force 99 if found.
On Ryloth, Rampart oversees the Imperial occupation there, attending a mass gathering at Lessu, Ryloth's capital city, watching as Senator Orn Free Taa, as well as General Cham Syndulla, talk to the crowd at Lessu about the Empire's occupation. Rampart later comments to Taa that Syndulla is more compliant than he was lead to believe. Taa worries that Syndulla has too much influence over the citizens of Ryloth, but Rampart dismissed Taa's worries. Rampart later shows Cham and Eleni Syndulla around a new Imperial refinery being built on Ryloth, saying it's to help rebuild the war-torn planet. The Syndullas express concern for the refinery being more military than anything else. Rampart later leaves when he receives a message, telling the Syndullas to show themselves out.
Later, after Crosshair tracks and shoots down a ship flown by freedom fighter Gobi Gille, Rampart comes with some troopers to arrest Gille as well as Hera Syndulla, who was on board as well. When Orn Free Taa states that Hera's involvement is enough to implicate Cham, Rampart counters that Cham hasn't committed a crime, but Hera has. The prisoners round up on a tank, Rampart then surrendering when Cham and Eleni Syndulla rescue Hera. Secretly, Rampart has Cham set up for the attempted assassination on Senator Taa when he signals Crosshair to shoot Taa. As Hera escapes, Rampart has Cham and Eleni arrested and orders Clone Captain Howzer to hunt Hera down.
The next day, after visiting the Syndullas in prison, Rampart orders Howzer to arrest anyone who supports the Syndullas. Howzer protests Rampart's orders, only for Rampart to tell Howzer that he will do the thinking. Later, Crosshair reports that Clone Force 99 is now on Ryloth and suggests sending a battalion after them. Rampart scoffs at the idea of Crosshair's old team being a threat and threatens to remove Crosshair from the mission of finding Hera. Later in the evening, Rampart watches in anger as his base in Lessu is destroyed when Clone Force 99 frees the Syndullas and Gobi Gille. Surveying the damage in the aftermath, Rampart says to Crosshair he underestimated his former teammates and gives Crosshair permission to hunt the squad down.
Back on Kamino, Rampart and Crosshair watch as all available clones are mobilized; Rampart then telling Crosshair to keep an eye on the Kaminoans until the time is right. Rampart later confronts Lama Su after chief scientist Nala Se is caught moving medical personnel off Kamino. When Lama Su fakes surprise at Nala Se's actions, Rampart then says that Nala Se is necessary to the Empire, but Lama Su's not, and has Su detained. Rampart later watches as Crosshair brings in Hunter, the leader of Clone Force 99, and orders one of Crosshair's Elite Squad troopers to keep an eye on the two clones.
When Crosshair kills his own men and joins his former squad in fighting training droids, the Elite Squad trooper runs outside as the last Imperial troops are pulled off Kamino, with Rampart telling the trooper to let Crosshair die. Rampart tells Tarkin that the evacuation of Kamino is a success and all Kaminoan medical resources are under Imperial control. Rampart is then ordered to fire upon Tipoca City. After three Imperial ships converge on the abandoned city, Rampart watches as his men open fire. After a regretful clone trooper reports that all Kaminoan cities have been destroyed and are sinking, Rampart orders his three ships to rendezvous with the rest of the Imperial fleet.
Rampart visits Serenno after getting reports of a raid on the late Count Dooku’s castle. Clone Captain Wilco informs him that the perpetrators were Clone Force 99, much to the shock of Rampart, who believed he had killed them in the destruction of Kamino. Unwilling to be caught and disciplined by Tarkin, Rampart orders Wilco to lie on the mission report about Clone Force 99’s presence. Wilco refuses, so Rampart kills him and decides to falsify the documents himself.
Later, it is revealed that clones involved with the destruction of Kamino are being hunted and that the culprit is a Clone hired by Rampart to silence any Clones who think about blowing the whistle on the atrocities committed on Kamino. He orders the Clone to kill Senator Riyo Chuchi as she begins investigating what happened to Kamino. While the Clone kills her lead and her guards, the senator is saved by Captain Rex.
Chuchi and Rex seek help from The Bad Batch to expose Rampart so they sneak aboard his ship to steal its command logs. During this time, the Imperial Senate is in session to debate Rampart's proposal to decommission the Clone Army and replace it with Imperial Stormtroopers. Senator Chuchi accuses Rampart of destroying Kamino, which is met with mixed responses from the Senate. The Bad Batch arrives with the command logs, and Rampart's crimes are exposed in front of the Senate. Emperor Palpatine arrives at the Senate floor and, to save face, orders the Coruscant Guard to detain Rampart. He then goes on pretend to express worry about how someone could commit an atrocity like this; pretending to worry about how the Clones could follow orders blindly. Therefore, he pushes the Senate to vote on Rampart's proposals, showing that this was apart of the Emperor's plan all along.
After being exposed for his crimes, Rampart is placed in an Imperial Labor Camp on Erebus where he is placed onboard a Clone Turbo Tank with other prisoners to do mining. He is located by the Bad Batch (with Crosshair having rejoined them) and they ask him for the coordinates. He refuses to help unless they get him off Erebus, forcing them to hijack an Imperial turbo tank to break Rampart out. Once offworld, Rampart admits that he himself does not know the coordinates to Tantiss but might know where to get them. While the Batch are annoyed by this, Rampart says that they are all in this together now that they have a common enemy.
After the Bad Batch rendezvous with Echo, Rampart explains that ships can only reach Tantiss after they've been approved by an Imperial Station above Coruscant. The clones then devise a plan to infiltrate the station by posing as Rampart's bodyguards while the latter uses his knowledge of Imperial protoccol to throw off suspicion. Rampart is indignant over having to wear a lowly captain's uniform to which Echo responds by saying he's been demoted. With Rampart's begrudging assistance, the Bad Batch successfully access the station's manifest only to realize that they still pull Tantiss' coordinates. Left with no other options and in spite of Rampart's protests, the Clones decide to attach their stolen shuttle to a science vessel headed for Tantiss. Echo sneaks aboard the science vessel and disables its sensors, providing just enough time for Hunter to latch on before the vessel jumps to hyperspace.
Unbeknownst to Rampart and the Bad Batch, their infiltration was recorded which allows Hemlock to anticipate their arrival and prepare accordingly. Upon leaving hyperspace, the Bad Batch's stolen shuttle is immediately attacked by V-wind starfighters. The clones evacuate by dropping out of cables but Rampart hesitates out of fear which causes his cable to jam. Hunter frees the jammed cable with a blaster shot and catches a screaming Rampart before landing unharmed. After rendezvousing with Wrecker and Crosshair, Rampart likens the former to himself as men who only look out for themselves.
Crosshair counters by saying he's changed but Rampart remains unconvinced. He then rests his head on some vegetation only to realize that it is a huge beast native to the planet. Rampart orders the clones to shoot but they refuse as the sound will alert the Imperial patrols. As Rampart and the clones try to run, they encounter a patrol that is subsequently attacked by the beast. Rampart is separated from the clones and tries to flee on his own. He trips and is captured at gunpoint by another patrol.
After being captured, Rampart is imprisoned in a cell next to Nala Se and is later confronted by Hemlock. The doctor boasted that unlike the former vice admiral, he and his work were indispensable to the Empire. Echo eventually located Omega and the two made their way to the holding cells to free the captive clones. When Echo rallied the clones for one final battle to rescue the other members of Clone Force 99 who had since been captured, Rampart rejected the proposal and stated that they should use the opportunity to escape. The clones ignored him and went ahead with their plan while Rampart snuck off to pursue Nala Se who planned to destroy all the cloning data that Hemlock had collected. Holding her at gunpoint, Rampart forced Se to disclose everything about Project Necromancer so he could use the knowledge to extort the Empire. When the Kaminoan refused to let her people's secrets fall into outsiders' hands, Rampart shoots her but fails to notice that she activated a thermal detonator until it is too late. The explosion instantly kills the former vice admiral and destroys all of Hemlock's data, severely hindering Project Necromancer.

Trivia[]
- Because he led the recruitment initiative (Project War-Mantle) that resulted in the creation of Stormtroopers, this makes him a major influence towards multiple instalments of the Star Wars franchise post-The Bad Batch.
- He is given multiple new qualities and similarities to other Star Wars characters since his return and final appearance in Season 3.
- He now has smoother hair and has a beard, which is, in addition to his development, remniscent of Agent Kallus's. However, unlike Kallus, Rampart never redeems himself.
- He permanently allies with Clone Force 99, but he hates working with them and at the end, is doing so just to try to regain his rank within the Empire.
- Like General Hux, he becomes played for laughs numerous times due to Clone Force 99 treating him like a punching bag and him immaturely screaming, despite being taken completely straight in Seasons 1 & 2. The only person that actually takes him seriously at this point is Nala Se.
