They are the allies to the corrupt Military and Corporal Morgan as well as The Shifters too. They are the predecessors of The Mafia City Police.

In America,a new town was build called Vice Town,the Government of Vice Town was also build and they made the Police and hired the people to join The Police. This was before Their dealing with The Shifters.
The Dealings With Shifters:[]
The Vice Town Police made deals with The Shifters off camera and offered them to help Their Allies Corporal Morgan and The Military. This went on for a long time.
Rope Hero VS The Vice Town Police:[]
The Rope Hero after finding out The Vice Town Police were working with the corrupt Military. Went to their police department and took down each members. After some time The Rope Hero had successfully defeated The Vice Town Police. He also defeated The Military and Corporal Morgan before this fight too.

Before their dealings with The Shifters,The Police were very good and lawful people, determined to serve Justice. But after their dealings with The Shifters they became corrupt and evil with little to no care for helping The Shifters to dominate the world.
