Victor first appears when he notices a bubble in which SpongeBob and Patrick blew and his patrons announce the rule of the bar being that any "bubble-blowing babies" would be ruthlessly attacked by anyone who can physically do as such.
He notices SpongeBob and Patrick trying to escape and orders everyone to line up and has his henchman DJ play a record player playing the "Goofy Goober" theme song. As Victor searches for the baby who blew the bubble, he notices SpongeBob and Patrick trying (and straining themselves) to not sing along, which Victor is extremely suspicious of and tries to provoke them.
However, they were saved when two conjoined twins sing along. They were named double-babies and got beaten up, and presumably killed, while SpongeBob and Patrick escaped.
The next day, Victor meets his match when Dennis punches him, causing Victor to fly into his bar as they both sank. It is unknown if Victor survived or not.
