Victor Rookwood is the secondary antagonist of the 2023 action role-playing game, Hogwarts Legacy, serving as the overarching antagonist of Sebastian Sallow’s quest line. He is a dark wizard and leader of a criminal organization that formed an alliance with Ranrok to obtain the repository of ancient magic hidden beneath Hogwarts. He might be the ancestor of Augustus Rookwood.
He is voiced by Jason Anthony.

Victor Rookwood was born in Rookwood Castle as the son of a leader of a crime ring known as the Rookwood Gang; and as such was raised to bend the law and break it when necessary. Soon after his father died under suspicious and untimely circumstances, Rookwood took over at the young age of twenty-two and proceeded to grow his business into the most successful gang in the region. Local thieves and poachers took notice of this and found it advantageous to align with his organization. Rookwood would then use these partnerships to create an immense extortionist racket. Intent on becoming Europe’s biggest player in the underworld, he pushed his gang to fill his coffers by victimizing Hogsmeade’s residents and the surrounding villages, robbing travelers blind, smuggling rare magical beasts to the highest bidder and demanding protection money from shopkeepers.
Sometime around 1890, Rookwood’s contacts brought him the attention of Ranrok, the leader of a goblin rebellion plotting to rise against the wizarding world by utilizing the repositories of ancient magic left behind by Isidora Morganach; which he had learned about through the journals of his ancestor, Bragbor the Boastful. Due to one of these repositories being hidden under Rookwood Castle, Ranrok makes a deal with Rookwood to share with his newfound power with him in exchange for his aid in locating the other stores of magic. Blinded by his greed, Rookwood forms an alliance with Ranrok and focuses all his resources toward aiding the goblins; managing to track down the locations of San Bakar’s tower and the ruins of Isidora’s estate. During their attack on the estate's village Feldcroft, Anne Sallow had come out to help the wounded and was cursed by Rookwood, who uttered, "Children should be seen and not heard." She would suffer the painful effects of this curse for many years after the incident.
Hogwarts Legacy[]
Rookwood first appears in London, England where he soon learns that Auror George Osric was meeting with Hogwarts Professor Eleazar Fig to follow a trail left behind by the latter’s deceased wife, Miriam, who had sent a port key that could lead them to the Final Repository before him and Ranrok. Using his connections within the Ministry of Magic, Rookwood tracks down their meeting spot and alerts Ranrok, who sends a bewitched dragon to attack them as they traveled to Hogwarts via flying carriage with Professor Fig’s newest pupil. George is killed, but Professor Fig and his pupil survive and eventually made their way to Gringotts where they retrieved the Pensieve in Percival Rackham’s vault before Ranrok could get his hands on it.
Deciding to instead target Professor Fig's pupil, who had just become a student at Hogwarts, Ranrok has a pair of trolls rampage throughout Hogsmeade to distract the Magical Law Enforcement Officers while Rookwood and his right-hand man, Theophilus Harrow, use the opportunity to abduct the student. However, to their surprise, the student swiftly defeats one of the trolls using ancient magic and the Officers subdue the second one. Soon after, Rookwood rendezvous with Ranrok and remarks how a mere child took down his distraction; demanding to know what the goblin is not telling him. Ranrok ignores his question and warns that if Rookwood cannot get the student then he has no value to him. Noticing that the student and their friend (either Natsai Onai or Sebastian Sallow) are eavesdropping on their conversation, who quickly flee to the Three Broomsticks. Once there, Rookwood and Harrow ambush them but are driven off by the owner, Sirona Ryan, and the locals who intervened.
Rookwood and Ranrok’s alliance would soon start to become more uneasy and hostile due to Rookwood’s increasing frustration toward Ranrok’s lack of success in finding the Final Repository and the latter’s anger toward him for failing to capture the student. However, before things could escalate further, Rookwood catches Ranrok’s estranged brother Lodgok in the Coastal Mines as he attempts to deliver the student Bragbor’s last journal; which reveals the Final Repository is hidden beneath Hogwarts. Ranrok then kills Logdok for his betrayal and turns on Rookwood, declaring that he doesn't need him or anyone else now that he has the journal. In response, Rookwood tries to use the Killing Curse on his former ally but is forced to flee when the mines start to collapse.
Rookwood later confronts the student after their visit to Ollivander's shop to create a special wand to access the Final Repository's vault. Interested in both the wand and the student's magical abilities, he attempts to convince them to join him; claiming their interests are now aligned in stopping Ranrok and the repository's magic rightfully belongs to wizardkind. When the student refuses, he has one of his men apparate them to isolated area where his gang attempts to kill them and take the wand by force. The student manages to drive off Rookwood's associates and he tries to use the Killing Curse on them, but their spells lock. After an intense struggle, the student manages to overpower the curse and rebound it back at Rookwood, killing the dark wizard and finally putting an end to him and his gang's reign of terror.

- Because he cursed Anne with a lifelong illness in the first place, Victor was responsible for the breaking of the Sallow family.
