The following are works or franchises which have been deemed incapable of having a Pure Evil villain, either because they are purely comedic in nature, little more than shock or exploitation, lack a consistent continuity, have some combination of the above, or possess some other factors which make them not conducive to have a Pure Evil villain. Creating a Pure Evil Proposal for a character from one of these works is forbidden, and anyone who does so will have their proposal immediately deleted and directed to the blacklist. Should they choose to make a proposal for a villain from a blacklisted work a second time, they will be removed from the whitelist.
