Vitaly Reznikov is the secondary antagonist and a target in the HITMAN 2 sniping mission Crime and Punishment.
He is the corrupted warden of the Siberian gulag Perm-15, where he lets corruption and murder run amok as he lets mobster Roman Khabko run the prison. He later makes a deal with the mobster for his release of prison, an act which would cause complete civil and political unrest.
Vitaly Reznikov was a KGB agent in the last days of the Cold War, travelling around the motherland and rooting out traitors and foreign spies. After saving the life of a high-ranking KGB officer (presumably from an assassination), Reznikov was rewarded with a high-ranking post in the Federal Security Service (FSB).
While working in the FSB, Reznikov discovered several abandoned work camps in Siberia. Quitting his job, he managed to assume control of three such camps. He converted into modern prisons over a period of 9 years, taking up a position as warden at one of the camps and imprisoning the nation's most infamous criminals, including Ukrainian gangster Roman Khabko. Reznikov allowed Khabko to reign as the de facto ruler of the Perm-14 facility.
However, years later, reports of abuses, disappearances, corruption and murder at the prison arose, threatening Reznikov with investigations. Desperate to escape, Reznikov accepted a $10 million bribe from Khabko for an early release. However, before Khabko could escape, he and Reznikov are assassinated by 47 in the midst of a prison riot.

Vitaly Reznikov is one of the very few targets throughout the Hitman franchise that can be killed by another target. Roman Khabko, in a fit of rage, will choke Reznikov to death if they are left alone outside Perm-14's administration building while the prison is rioting.
A brochure for HAVEN Island can be found on a world map in Reznikov's office, implying that Reznikov is either planning to change his identity, hide out at Haven Island or both.
