Commander Vladimir Makarov (Russian: Владимир Макаров), also known by his call-sign Czar 9-0, is the main antagonist of the Call of Duty franchise's rebooted Modern Warfare sub-series.

He is a disgraced Russian soldier and a former member of General Barkov's rogue military forces who is now the commander of Konni Group and the leader of the Ultranationalist Party. He seeks to restore Russia's power by getting revenge on the country's government and framing Urzikstan for multiple terrorist acts he's committed and starting a new world war. He is responsible for the theft of the ballistic missiles from Shadow Company and handing them to Hassan Zyani and Al-Qatala to use against the United States. He is also the archenemy of Task Force 141, particularly Captain John Price.

He is portrayed by Julian Kostov.

Biography[]

Past[]

Vladimir Makarov was born in 1980 in the suburbs of Moscow of Soviet Union. His dad was a high-ranking politician in the USSR but, after the collapse of the Soviet Union, one early morning, Makarov found his father's body hanging from the ceiling. He grew up despising his dad's weakness and the failures of the Soviet Union, and he vowed never to make those mistakes.

In 1998, at just the age of 18, Makarov joined the Russian Military and was a natural and gifted soldier that was an expert strategist. However, his reputation turned sour when he joined an unsanctioned rogue army to maintain control of Urzikstan. When the Urzikstan Liberation Forces rose and took back their home, Makarov experienced one of his first failures. Makarov pleaded with his superiors to help reclaim Urzikstan, but they refused, and he was stripped of all of his honors and was dishonorably discharged from the Russian military. Later on, he would form the Russian PMC group Konni alongside Imran Zakhaev and Victor Zakhaev. At some point in time, Imran passed away, and Victor was presumed dead, so Makarov was held at the mantle of the Konni Group, in charge of everything.

In April 2019, Makarov launched an attack on Verdansk to capture Russia's attention. Although the attack was a success, Captain John Price and Task Force 141 captured Makarov and took him in for interrogation, he was handed to Russian authorities and received a life sentence in a Russian Gulag. From captivity, Makarov continued to oversee operations against Urzikstan with Konni, utilizing burner phones and his vast network of agents around the globe.

Modern Warfare II[]

In 2022, General Shepherd conducts a black bag operation in Al Mazrah, United Republic of Adal, which Shadow Company carry out; being to transact American-made ballistic missiles to allies fighting Russia in the Middle East. However, Makarov sends Konni troops to ambush the convoy, killing the entire team and stealing the missiles. The incident is covered up by Shepherd and Shadow's CEO Phillip Graves.

Afterwards, Makarov and the Ultranationalists give the weapons to Hassan Zyani and Al-Qatala, the former of whom intends to launch the missiles on America to avenge the death of General Ghorbrani. They later sell him guidance systems for the missiles. After Hassan's death, Laswell learns more about the Ultranationalists working for Makarov but doesn't have his name but, after presenting a photo to Captain Price and Task Force 141, he immediately recognizes Makarov and identifies him to her.

Modern Warfare III[]

Many months later, in August 2023, Makarov sends Konni forces into Al Mazrah who then find themselves defending against Shadow Company, who are assaulting the Zaya Observatory to secure chemical weapons inside its bunker system. During the operation, Shadow forces pick up burner phones and use them to confirm Makarov's involvement, deciding they should pay him a visit to the gulag. Despite the Shadows successfully destroying the base and securing the gas, Makarov manages to plant two Konni operatives, Ivan and Nolan, within their ranks and they are able to hijack one of the exfil choppers carrying a gas shipment. Hearing his voice from the burner phones, Shepherd and Graves decide to chase down Makarov.

At 2:00 A.M. on November 10, 2023, with the help of a Konni strike team led by Ivan Alexxeve and Andrei Nolan, Makarov escapes Zordaya Prison Complex, and begins his rapid conquest. Within the first seven hours after the jailbreak, Makarov spearheads numerous operations around the world, including stealing ballistic missiles from the ULF and collecting sarin gas from a power plant formerly under Roman Barkov's control; with Task Force 141 failing to thwart all of these attacks.

At 7:30 P.M. November 11, 2023, Makarov boards Flight 761 from Kastovia to Sochi, Russia alongside his subordinates to carry out a hijack under the guise of the Urzikstan Liberation Force. ULF veteran Samara Jalal attempts to stop the hijack but her involvement is all calculated into Makarov's plan; Jalal later being incapacitated by one of the Konni member and having a bomb pack strapped on her torso by Makarov himself. The Konni cell then promptly escapes from the plane via parachutes, seconds before Jalal and the rest of the passengers on the plane are killed by the bomb. Two hours later, Konni operatives cordon off the crash site to plant evidence in order to frame the ULF, but are thwarted in time by Farah Karim and Alex Keller.

On November 13, 2023, fearing that Milena Romanova may have given away information related to his hideout, Makarov leaves the St. Petersburg stronghold and orders Andrei Nolan to stay and oversee operation there. As part of his contingency, Konni also captures General Shepherd and lays out logistical plans to ship him to a Gulag. When Andrei Nolan is apprehended by Captain John Price and Sergeant Kyle "Gaz" Garrick, he provides them with those information, which leads them to Siberia and ultimately causes them to stray further from their goal.

One week later, on November 21, 2023, Makarov and his men arrive in London to meet with a black hat hacker who provided him a Trojan Horse virus. Using the virus, Makarov take control of the Channel Tunnel and plant dirty bombs in it, planning to implode the tunnel and cause a radiological fallout. A gunfight later ensues between Konni and Task Force 141 in the Chunnel, with Makarov's men attempting to prevent Captain Price and Sergeant John "Soap" MacTavish from defusing the bombs. As Price and Soap reach the bomb and begin to defuse it, Makarov and his men ambush them. Ordering his men to stand back and leave his enemies to him, Makarov shoots Soap and pins Price down, taunting the latter that he should "never bury your enemies alive". Soap is able to get up and stab Makarov in the shoulder, but Makarov then kills Soap with a gunshot to the head, much to the anguish of Price. Makarov is then forced to retreat when more 141 members fire on them but manages to make good on his escape.

Makarov remains at large; hunted by the vengeful Task Force 141 for killing Soap.

Personality[]

Vladimir Makarov is described by Task Force 141 as "the ultimate threat", and it is only appropriate to deem him as such. A radically ethnocentric and jingoistic individual who values power above all else, Makarov holds an inexorable desire to bring glory and restore what he calls "the real Russia". With the same extremism, he considers the Russian Federation today collusive towards the West and, thus, weak; especially for not allowing him and his force to reclaim Urzikstan. Hence, Makarov resorts to draconian measures such as terrorism, even towards his own homeland, to achieve his goals.

Complementing Makarov's jingoism is a natural aptitude for leadership, strategic thinking, and combat proficiency. When still a part of the Russian military, Makarov was thought of highly by his superiors, including Colonel Yuri Volkov. However, when one replaces commendations with condemnation, Makarov's combat prowess becomes the most dangerous thing about him. Even from the captivity of the gulags, Makarov was still able to oversee and lead the Konni PMC's operation around the globe. It is possible to assume that Makarov is the sole reason why Konni is so powerful, as CIA Station Chief Kate Laswell once noted that Konni was not able to cause as much damage in five years as it did within six hours of Makarov's escape.

He is very intolerant of his subordinates if they dare failing him, and shows no concern for them, having Ivan Alexxeve executed for the less than desirable outcome of the prison break.

Trivia[]

  • Makarov is rumored by fans to have played a behind-the-scenes role in the events of 2019's Modern Warfare despite being never appearing or being mentioned, somewhat similar to his original counterpart. This was confirmed by his biography, although at the time of the game's events he was only a mere soldier of Barkov's army rather than a greater-scope villain.
  • The photo of Makarov which Laswell had, despite being barely seen, was a reused image depicting the character "The Banker" from 2019's Modern Warfare's Spec Ops.
  • It is speculated by fans that the Warzone 2.0 BlackCell Operator known as Atom is secretly Makarov given he wears a mask, his biography is completely redacted, has no dialogue and his physical posture also resembles Makarov's from the original trilogy.
  • The reboot Makarov is considered as a grave disappointment by fans of the series since the original Makarov is far more menacing; cunning, resourceful, psychopathic and not to mention thinking way bigger. During the reboot series, Makarov's strategy and tactics not to mention overall goal are quite small, vague and insignificant and his operations are far more vulnerable of being thwarted while the original Makarov conducts plans that are 10 steps ahead of everyone and caused far more devastation. Overall, the original Makarov nearly brings the entire world to it heel by successfully instigating World War 3 while the reboot version barely succeed in doing anything to achieve his goal aside from conducting terrorists to kill score of civilians.
  • Even though Makarov is Russian, his actor is an ethnic Bulgarian.
