Vulcan Haestus is the secondary antagonist of the 2019 Studio Trigger film Promare.
He was voiced in Japanese by Taiten Kusunoki and in English by Neil Kaplan.
Biography[]
Promare: Lio-hen[]
Vulcan is the leader of the Freeze Force, a special unit tasked to arrest any Burnish. He appears in the desert, attacking an abandoned compound where some Burnish are. Gueira and Meis decide to split everyone into two groups: one to distract while the other escapes in the other direction. They put their plan into action. Haestus pursues the first group and manages to catch them by hitting them with his large vehicle. Once they are stopped, he shows them he is fully aware of their plan, and the other group was also captured. Gueira asks him if he is the leader of the Freeze Force. He answers yes, but Vulcan quickly shoots him with his ice gun. He then freezes more and orders the others to stay put, threatening murder.
Suddenly, Lio Fotia attacks him from behind and overturns his vehicle. Enraged, Vulcan tries to freeze him too, but he manages to break through and free himself. The rebel shoots arrows that free the other Burnish trapped in the ice and invites them to run away with him. Haestus has had enough and orders the death of these Burnish. Fotia fires more arrows that destroy the ice guns of the whole unit. Gueira attempts to kill Haestus and his group, but Lio stops him. Creating a large wall of flames to block Vulcan, he flees with the other Burnish, leaving Haestus completely humiliated.
Promare[]
Having heard of a Burnish attack in a Foresight Pharmaceutical building, he comes there with his unit. Congratulating the Burning Rescue unit for the great capture of terrorists they made, he announces to take over the operation and mocks their old equipment. One of the members of the Burning Rescue, Galo Thymos, calls him out for taking the credit to himself and his unit. Annoyed, Haestus grabs Thymos and declares him under arrest for abuse of power, since the arrest of Burnish is exclusively under Freeze Force’s jurisdiction. However, Ignis Ex, interferes and tells him that they had every right to intervene in Mad Burnish-related attacks. Haestus lets go of Thymos and pretends that he was just kidding. He then kicks Lio inside a nearby vehicle where Gueira and Meis are.
Later, as the Burning Rescue celebrates its victory at a pizzeria in Promepolis, Vulcan reappears with his unit and circles everyone in the building. He orders everyone to stand still and warns that if anyone makes the slightest move, they will be considered Burnish. He grabs Thymos who was protesting and tells him to let him do his job. Setting his sight on the cook who moved a bit, he and the Freeze Force point their guns toward him. Revealing himself to be a Burnish, he attacks in self-defense, but they quickly subdue him. The owner of the pizzeria begs Haestus to spare the Burnish because he is just an innocent man doing his job. Unmoved, the Colonel rather accuses him of complicity and arrests him alongside the cook. Galo and his colleague Aina Ardebit argue with Vulcan. They claim that these people have done nothing wrong and that the law against the Burnish only applies in cases of terrorism. Vulcan refuses to listen to them and says that it will be up to the court to decide.
After the escape of several Mad Burnish, the Freeze Force is sent to find them in their new hideout, Beforehand, Vulcan struck a deal with an elderly man betrayed them and led him and his men to his own. However, he and his fellow Burnish are captured alive. To subdue the Burnish leader, Lio Fotia, he uses an absolute zero bullet, which absorbs his body heat and freezes it in ice. The colonel then taunts Fotia on how he is smarter than him, and tells him he will be taking him, not before Gueira and Meis step in, The two men sacrifice themselves by shooting Lio into a nearby volcano where Freeze Force can’t reach. However, they too are promptly captured and brought to Kray Foresight as fuel.
After Lio reawakens, he proceeds to attack Promepolis. Vulcan is sent out to deal with it. However, because of how much power Lio has, he is merely flicked into a nearby building. Later on, Vulcan goes after Heris after she destroys the Promatech Engine. He corners her at a nearby edge of the Parnassus. To his shock, she jumps and lands on top of Aina’s Sky Ms. Vulcan is then promptly hit with a fire truck.
After Galo is revived by Lio’s flames, Lucia and Heris create a drill for him to use. However, Vulcan appears, trying to crush everyone with the previously mentioned truck. He then orders Ignis to give him Heris Ardebit and Galo Thymos. Ignis refuses, thus Vulcan sadistically says he and the rest of Burning Rescue will be eliminated. Before he can attack, he is punched out by Varys Truss, one of Burning Rescue’s members. Thus begins a long fight between Burning Rescue and Freeze force as Galo goes to save Lio. Once Lio is saved, the Promare, which is revealed to be forms of life composed of fire, soon envelops the Earth’s surface with their flames. Vulcan is enveloped as well, and believing his armor to be in fire, puts it off, and shows his true size. He is last seen sitting in defeat on Kray’s ship with the now former governor, and the other ones.
What happened towards Vulcan is unknown, but it's possible that he was later arrested and sent to prison for his genocidal plans alongside Kray and his henchmen.
Personality[]
Unlike his boss, Vulcan Haestus is openly cruel, arrogant, and sadistic. Seeing Burnish as less than humans, he is more than happy to capture and handle them to Foresight, knowing they will be put in a horrible fate. He has a knack for bullying and taunting everyone he encounters who is not from Freeze Force, such as Galo and Lio.
It is strongly implied his attitude comes from a Napoleon complex because when he takes off his armor, he is shown to be dwarf-sized. Despite this, he has great bravery, not hesitating to rush towards the enemy in spite of how dangerous they seem.
