Domenico Pucci, better known as Wes Blumarine or Weather Report, is a supporting protagonist in JoJo's Bizarre Adventure Part VI: Stone Ocean. However, he also becomes the villainous main protagonist of the "Heavy Weather" arc.
Despite being a false prisoner like the rest of the cast and an amnesiac, he wishes to kill his brother, Enrico Pucci, as a form of vengeance for Perla's death.
In Japanese, he was Toru Okawa in JoJo's Bizarre Adventure: All Star Battle and JoJo's Bizarre Adventure: Eyes of Heaven and Yuichiro Umehara in the anime. In English, he is voiced by Stephen Fu in the anime.
Appearance[]
Throughout the part, Weather Report wears a white buffalo hat with two horns on it and a bodysuit with Green Dolphin Street Prison reference on the back of the suit with a belt around him that has the letter w. He also wears a golden cod piece.
Physically he is a 39-year-old Italian American that is 192 cm (6 ft 4 in). He has blue eyes and fairly muscular and fair skin.
During his time as Wes Bluemarine, it's revealed that his hair is similar to his hat but longer and a similar suit with half of his shirt cut off.
After Pucci merged with the Green Baby, he gained the Joestar birthmark on his left shoulder. In the new restarted universe by Pucci, Weather wears a much similar outfit that matches his prisoner outfit and his Wes Bluemarine outfit.
Personality[]
Weather is an odd man that is suffering amnesia but deep down in his heart he is a good man that suffered so much in life. He is very determined to find and uncover his memories and kill the person responsible for his inprisonment and taking his memories away from him. Without his memories, he is a quiet and calm man with a stoic face and behaves like a "ghost" according to Emporio. Weather lacks any sense of personal space since he has a tendency to get too close to people faces rather than calling someone's name. In prison, he usually spends his time reading TV guides even though he does not watch TV, which shows more of his unusual behavior. Despite this, he is compassionate and wanting to seek justice by finding the person responsible for the teams troubles.
When gaining his memories his more wicked side of his personality has been revealed. Weather shows his maliciousness when he yelled and killed a crippled patient that he knock over. He starts showing off his power not caring that people would get hurt and forcing people to turn into snails. This is because of his traumatizing past, where he had a near death experience with the Ku Klux Klan and witnessing Perla's death. When the racist detective told him that Perla's brother wanted this and his family house burned down left him very angry and bitter, to the point of seeking suicide and revenge. After unlocking his stand, he went to kill the detective and try to kill himself but due to the nature of his stand he was unable too. Out of anger towards himself and humanity, he used his stand to forcefully turn everyone in his town into snails. At this point of his life, he lost all faith in humanity and does not care if his power killed a person or not.
Despite all this, it's worth noting that Weather still retains his sense of justice and admits that a part of him enjoys the chaos that he brings. He shows immense hatred for his brother and still yearns for the priest death. He even calls out Pucci hypocrisy by saying "The kind of evil that doesn't know it's evil is the worst evil there is..." showing Weather disgust for his brother.
He shows no care or passion for life but hopes Anasui to kill him so his suffering can end. Though Weather sadly died from Pucci, he gave up his stand to the team so they can use it to kill Pucci once and for all, which is his final act of good he can muster. According to Anasui, Weather died happy in his final moments.

Weather was born in June 5, 1972 in the Deep South of the United States. He was name Domenico Pucci and his brother Enrico Pucci and both are children of the wealthy Pucci family. In the hospital, a women's child has died during its birth and out of grief she takes Domenico and raises him as her own. Throughout the years, Weather grows up under the name Wes Bluemarine and never knew his real identity and family he came from.
In his his teen years, he work as a juice delivery boy. One day, When delivering juice in a restaurant a thief stole a girl purse. Wes interfered by throwing a can of juice at the thief through a window, breaking it in the process. While being upset with how things turn out he gained the attention of the girl, who became attracted to him. This girl is none other than Perla Pucci, Enrico sister. Later on, the two began to date and became a couple. Things were good at first until Enrico found out the truth of what happen to his suppose dead brother Domenico and the man that his sister is dating is actually his brother. Shocked by this news Enrico hires a detective to split the two. Despite Enrico's good intentions, he did not realize that the detective is a man of prejudice and a member of the infamous Ku Klux Klan. The detective researched into Wes's background and concluded that Wes is mixed raced and a child of a black person.
He gathered his Klan and attack the couple in the middle of the night. They ruthlessly assaulted Wes and almost sexually assaulted Perla. The detective tells Wes that her brother wanted this, and his group burned down his family home, Wes goes berserk and tries to fight back but was hit on the head by a shovel. They hanged his body on a tree from a nearby cliff and left Perla as a witness.
Perla releases Wes from the noose and out of grieve and trauma, she jumps off the cliff killing herself. Despite this, she did not realize that not only Wes is still alive but witnessed her suicide. Afterword's, Enrico is pierced by the arrow and gains his stand White Snake while Wes gains the same pierced (due to the connection they have to each other) and gets his stand dub Weather Report.

Wes went to go find the detective and kills him out of revenge but when trying to kill himself with the detectives gun, it fails much to his anger. He tries to end his life on several occasions like jumping off the cliff but fails due to his stand using the ocean to bringing him back shore. Unable to embrace death, Wes goes through a fit of rage and releases his stand power to turn everyone in the town into snails. At this point, Wes lost all faith in life itself and feeling that humanity has rob him of everything. Around this time, Enrico senses Wes and his power since he find Wes to be dangerous to his plans he goes to dispatch him. They confront each other and Enrico drops the twisted reveal that he is his brother, which shocks Wes. They attack each other but Enrico quickly takes Wes memories in a form of a disk. He then leaves his brother in Green Dolphin Street prison as an amnesiac on charges of attempted murder.
Later in time, Wes meets Emporio and Anasui. Due to his status as amnesiac, he is given the new name Weather Report.
JoJo's Bizarre Adventure: Stone Ocean[]
Weather Report first appears in Emporio ghost music room hideout and is with Anasui. He does not join with the team until he teams up with Jolyne to catch Lang Rangler, an agent of Pucci who holds Jotaro memory disk. Emporio introduce him and his stand to Jolyne and mentions that he is amnesiac, who's memories are taken by Whitesnake. When dealing with Lang Rangler they saw him enter the factory of the prison. In order to catch up to him due to Rangler antigravity ability, Weather grabs Jolyne and use his stand to propel themselves to the factory. Due to the decompression of Rangler's stand she needed to urinate, so Weather creates a cloud to help her urinate without being embarrass. While this is happening Jolyne notices that traces of her blood is being sucked out of her body both of them realize is due to the decompression. Rangler takes this chance to shoot scraps at Jolyne but her stands deflects them. Weather took the chance to create cloud suites to prevent their blood from being sucked and to keep them afloat.
Lang Rangler is hiding around the factory trying to take the chance to make another attack at them. Rangler ends up being behind them when Weather tries to get away from Jolyne to get out of the antigravity. Weather ends up having his leg injured due to Ranglers attack but Jolyne tries to cover for him. When Rangler shoots a drum barrel, it violently propels Weather damaging the suits he made. Rangler manage to destroy Jolyne's suit but Weather sacrifices his to give her enough time to defeat him. At that point, Rangler cancels his stand and gets pummels by Jolyne, defeating him for good. Due to his injuries, Weather could not help Jolyne any further including when dealing with the suspicious priest, who looking into Lang Rangler. However he was able to save Jolyne from getting killed from a brainwashed guard by using his stand to rain poisonous frogs, which in turn kills the guard and prevents Whitesnake from finishing her off. Weather is later found and taken to the infirmary, where his wounds will be treated and is not seen until Whitesnakes pursuit for the green baby.
Though still recovering, he made the sky rain so F.F. can regain her energy and be able to tell the team that the priest is Whitesnake. But Pucci use this as an advantage to manipulate the team to get closer to the green baby and kill F.F. in the process of it. After Pucci leaves the prison and Jolyne's team went after him, Weather teams up with Anasui to catch up with Jolyne and defeat Pucci. Anasui notices the Joestar birthmark on Weather's shoulder and recognize it from seeing it on Jolyne's body.
When finally escaping the prison, they become pursued by the police and are wanted all over Florida. They reach to a motel and helped an old man, who in return offers the two a ride. They took the offer and ride on truck, afterwords Anasui reads a story book but is shock to discover the missing famous character that he recognize. They notice something is nearby a discover the character Pinocchio, who is missing from his story and the seven dwarfs from the story of Snow White. The two now believe this is the work of an enemy stand that is sent by Enrico Pucci to dispatch them. Weather notices Anasui's body at the bottom of the truck but not notice him right in front of him. The truck crashes all of a sudden and Weather lost track of him and went to go find him. Anasui return back to his body and both tries to find the stand user, who is brining fictional characters to attack them. Weather losses track on Anasui and went to find him until he bumped into someone, that someone is none other than a self portrait of Vincent Van Gogh. The encounter caused Weather to be separated from his body and sense the user is rapidly moving north, he tries to think to defeat him before he gets trap in a story like Anasui has. Later when things got intense, Weather figured how to stop all this by forcing Van Gogh to create a character for him that would suck all characters back to how they originally were. By doing this the enemy stand is defeated and the user loss his will to live.
Weather Report and Anasui got to the hospital in Orlando, where Weather sense Pucci nearby but suddenly Versus stand manage to place Weather's memories to him. Weather memories start to come up and remembers everything that happen to him including Perla's death. He threatens and kills a crippled patient then starts flaunting his stand true potential to everyone around him, that power is Heavy Weather. With that power he forced every bystander and animal into snails while trying to find his brother. Anasui shock by Weather's behavior ask why he's doing this and where Jolyne is but Weather respond by saying that he sense Pucci nearby. He tells Anasui that he will be the one to kill Pucci and after that ask Anasui to end his life, Anasui is still confuse what he told him but plays along. They analyze their surroundings but no signs of Pucci anywhere until Weather's leg is cut off with Enrico revealing himself in front of his brother.
Anasui tries to attack the priest but became infected by the snails with Pucci declaring himself the victor until Weather pounced on him. Anasui placed his stand, Diver Down, to go into Weather body to give him support. A fight between Enrico and Weather starts with one trying to kill the other. Weather tried to close into Pucci during the fight but the priest use a mirror to deflect the suns ray which effected Anasui transformation to worsen, which effects his usage of Diver Down. Pucci reveals the rainbows of Heavy Weather rely on subliminal messaging to brainwash people and used Whitesnake to take out his sight after seeing a blind women not being effect by the rainbows. Pucci was using his mystic power of the Joestar birthmark to sense his brother and where he is at and then cuts off Weather's remaining leg.

While being distracted by Anasui, Weather takes the chance to freeze the blood around him to catch Pucci off guard and finish him. Pucci then brainwash Anasui to get him out of the situation after having his foot impaled from the frozen blood but fails. Pucci threw several frozen blood spikes to impale Weather and weaken his attack but he suffers little from the attack due to his death wish, only freezing the blood even further and use it to bring Pucci towards him.

With Pucci in his hands now, starts punching him and tries to make him suffer for what he has done. Pucci tries to defend himself and his actions by saying that him taking his memories and leaving him prison was an act of mercy. Weather is disgusted by this excuse and calls out his brother hypocrisy by stating that an evil that is not aware its evil is the worse kind of evil there is. Weather tries to finish him off but a car suddenly crashes which gave Pucci the chance to escape. That car belong to Jolyne, Emporio, Ermes, who were trying to find Weather and Pucci. Jolyne sense Pucci nearby and tries to find Weather so she can help him but it is too late since Pucci already killed him by having Whitesnake pierces its hand towards Weather body.
Pucci used this moment to send a warning to the group and leaves, heading to Cape Canaveral to start the Heaven plan. But Pucci did not realized that Weather used Whitesnake's ability to turn his stand into a disk moments before his death. Weather wanted Jolyne to use his stand to end his brother's life once and for all. His vengeance is finally fulfilled when Emporio used the disk to unleash Weather Reports power and allowing it to kill Pucci for good. Later on in the universal reset, an alternate Weather is seen as a hitchhiker being picked up by the alternate counterparts of Jolyne, Anasui, Ermes, and Emporio, who is the only one that has knowledge of the previous universe. It's possible in this new reality Weather is much happier and lives a better life.

Weather Report is an immensely powerful humanoid stand that controls the weather and atmosphere. It has five powers relating to manipulation of the weather despite that, the stand gives Weather a wide array of power over the atmosphere to do what he wishes.
Atmospheric Manipulation - Simply he can control the weather to whatever he wants. He can also summon small examples of small clouds that moves the wind to different directions, rain, or shoot lighting to fit with his advantage. The clouds themselves are controllable for Weather.
Air and Wind Manipulation - Weather can control wind and air for many different purposes that he needs.
Humidity and Cloud Manipulation - Weather not only has control over the atmosphere but has free rein over humidity and clouds to his own advantage. For example: he can create electrical currents to his body, he can evaporate then freeze liquids to create certain shapes, and he create couch filled with clouds.
Heavy Weather
Heavy Weather - It is one of his more dangerous abilities since it shows the power he holds over the weather. When activated it will unleash anything in its way due to Weather's hatred for humanity from there it becomes automatic. With this ability, Weather Report generates rainbows that hypnotizes people who stares at with subliminal messages, making them think they are snails. Oddly, this ability causes victims to slowly morph into snails, as well. All living beings are affected by this power, as long as they can see the rainbows.
