Who's-Who, also known as Who the Elusive, is a supporting antagonist in the One Piece franchise. He is one of the the strongest Shinuchi in the Beasts Pirates, and a member of the Tobiroppo.
He was once a member of CP9, but his failure at guarding the Gomu Gomu no Mi, leading to his dismissal and subsequent imprisonment. After he escaped, he turned to piracy, becoming captain of his crew, the Who's-Who Pirates, before joining the Beasts Pirates.
After Kaido's defeat, Who's Who escaped from prison and went into hiding at his hideout in Udon with the remnants of the Beast Pirates, where he claimed Shimotsuki Yasuie's sword and captured Minatomo, along with many of the waitresses from Kuri, forcing them to become his servants. He also took his former allies, Ulti and Page One, as prisoners but ultimately, he and his crew were defeated by Yamato, freeing everyone from Who's-Who's enslavement.
He was voiced by Hirofumi Nojima in Japanese and Reagan Murdock (who also voiced Mozu in Dr. Stone', Seiji Matoba in Natsume's Book of Friends and Assassin Leader in Spy × Family) in English.
Appearance[]
Who's-Who is an extremely tall man, who is over 3.3 meters feet tall, he has a long legs and a particularly well-toned and light complexion. He has very long wavy, pink hair that extends down past his back and waist. He is almost always seen smoking a cigarette.
He wears a red mask with two large horns that covers his eyes and the top of his head. When the lowest face reclaims bare, included to the pink lip mouth and defined jaw, the ears (in side of whose at still able, gold hoop earrings) and his eye is yellow that obscured from the bigger circular covered seen have doesn't to obstruct his man's vision.

After Kaido's defeat, he wore a samurai gi and wi Shimotsuki Yasuie's sword as a temporarily replacement for his old sword until it was rightfully taken back by Yamato.
Personality[]
Who's-Who is relatively a calm and composed man. He does prone to tease and bicker, unlike his peers. He is an ambitious man, who strives to became one of the Beasts Pirates' All-Stars and takes the chill by one of his three cats, leads in to complete discharge they authority, the desire, along with King, spirts for his passing on his captain of the owner crew.
He holds a grudge against Shanks due to him stealing the Gomu Gomu no Mi (which would later be revealed to be Hito Hito no mi, Model: Nika). When seeing Luffy wears Shanks' hat and eaten Hito Hito no Mi, Model: Nika, his hatred towards Shanks grew worse. He also expressed spreading his resentment to Luffy and his crew.
He is very sadistic when he torturing Ulti, using her to play a game of dartboard by throwing knives at her, along with Page One, demonstrating his lack of care and comraderie for the two.
Biography[]
Who's-Who is born at the North Blue long years ago.
At age of 25, he was served as an agent at the World Government's secreted intelligence in CP9, where Who's-Who is considered as on par with Rob Lucci's. He led an escort to government ship holds a Gomu Gomu no Mi, wondering what the pursuing Red Haired Pirates wanted. This fruit is stolen by Shanks during Who's-Who is trouble, perhaps to be himself, to his mistakes, and his fruit will go soon would eating by Monkey D. Luffy. For his blunder at guarding his fruit, he is arrested and imprisoned.

Despite being held in prison, he felt inspired by the legend of the Sun God Nika, something a prison guard relayed to him. At some point, that same guard disappeared from duty, worrying Who's-Who if he would too be dealt with for learning supposed taboo info. Thus, he gained courage and somehow managed to escape. He became a wanted criminal and descended into piracy, forming his own crew. He eventually made his way to Wano and joined Kaido's Beast Pirates, becoming one of the Tobiroppo. He began a feud with Queen, of the All-Stars.
During the rebellion driven by the Akazaya Nine, Luffy, and the Straw Hats, Who's-Who faced Jinbe in combat. He revealed his history and after a fierce fight, Jinbe eventually defeated Who's-Who. Despite the dissolution of the Beast Pirates and the Kozuki family once again ruling Wano in righteousness and justice, Who's-Who fled Onigashima and established himself as a new Yakuza leader. He stole the sword originally belong to Shimotsuki Yasuie. He kidnapped the women that Sanji saved, to force them to serve him. He captured both Ulti and Page One to torture them. Who's-Who chained Ulti up to a giant darkboard to play throwing knives at her. He was about to kill Page One in front of the crying Ulti while she is helpless.
Who's-Who's swift defeat by Yamato
During their pilgrimage, Yamato would challenge Who's-Who to free his prisoners (including both Page One and Ulti) and end his criminal ambitions as well rightfully taken back Yasuie's sword.
Powers and Abilities[]
As one of the Tobiroppo, Who's-Who is one of the top 10 most powerful members of the Beasts Pirates. As a former full trained CP9 agent, Who's-Who has mastery all Rokushiki. It is widely said his potential rivals that of Rob Lucci. He has mastery of Busoshoku Haki. However, it was paled in comparison to both Jinbei's mastery of Haki as it demonstrate of his Busoshoku imbued Shigan only broke his fingers and also Yamato's mastery of Haki when she used Raimei Hakke.

- Shanks: After the Red Hair Pirates stolen the "Gomu Gomu no Mi" (real name: Hito Hito no Mi, Model: Nika), Who's-Who holds a greatest hatred towards Shanks. When seeing Luffy is wearing Shanks' hat and ate "Gomu Gomu no Mi" (by accident), Who's-Who's hatred towards Shanks grew even worse.
- Yamato: Who's-Who is assigned by Kaido to search for Yamato and bring her to him in exchange to challenge the All-Stars. But it failed. After both Big Mom and Kaido's downfalls, Yamato easily defeated Who's-Who and his crew as well rightfully taken Shimotsuki Yasuie's sword back which was stolen by Who's-Who and finally freeing the prisoners (including Ulti and Page One).
- Ulti and Page One: Ulti and Page One were Who's-Who's colleagues of the Tobiroppo. Who's-Who insults them calling them brats. After Big Mom and Kaido's downfall, Who's-Who and his crew captured Ulti and Page One to torture them. He had his crew placing Ulti into a giant dartboard to throw knives at her and was about to kill Page One while Ulti is helpless until they were saved by Yamato after she easily defeated Who's-Who and his minions.
