Wiseman is the mysterious creator and leader of the Phantoms and the overarching antagonist of Kamen Rider Wizard.
His true identity is Sou Fueki, a genius physicist who created the artificial Carbuncle Phantom and implanted it in himself to become a Phantom himself. He is also The White Wizard, an enigmatic, white-robed magician who gave Haruto the means to become Kamen Rider Wizard. He is responsible for the first Sabbath ritual which gave birth to the Phantoms, and manipulated both the Phantoms, Haruto and his allies towards his goal of peforming a second Sabbath to revive his daughter Koyomi.
He is portrayed by Narushi Ikeda, who is best known for voicing Lordgenome from Tengen Toppa Gurren Lagann. As Wiseman, he is voiced by Toshio Furukawa, who also voiced Piccolo in the Dragon Ball franchise. As the White Wizard/Kamen Rider Wiseman, he is voiced by Toshitsugu Takashina.

Past[]
Sou Fueki was originally a renowned physicist working at Kirimine University who made numerous contributions to medicine and technology with his research. He had a wife and a daughter, but his wife died young, leaving him with only his daughter Koyomi. When Koyomi developed a fatal illness that could not be cured, Fueki devoted all of his time to finding a way to save her but was not successful. However, Fueki would then turn to studying magic and discovered a way to bring back Koyomi through a magic ritual known as the Sabbath. To gain the power to wield magic, Fueki cultivated the artificial Carbuncle Phantom and implanted it in himself, allowing him to become a wizard.
Fueki then abducted a number of humans who showed potential as "Gates" for Mana and sacrificed them on the day of a solar eclipse in a ritual known as the "Sabbath", in which they were all forced to fall into despair so their bodies could be taken over by Phantoms and their mana could be drained to bring back Koyomi. However, the ritual was only half-successful, with Koyomi being brought back but without her memories and in need of a constant mana flow in order to stay alive. Fueki also took notice of a young man named Haruto Soma who managed to hold onto his hope and resist his inner Phantom. As the White Wizard, Fueki approached Haruto and gave him the Wizardriver for him to use to fight Phantoms. He also entrusted him to protect Koyomi and instructed him to use the Mana he gained from defeating Phantoms to keep her alive. At the same time, Fueki led the Phantoms as Wiseman and sent them out to find more Gates.
Finding more Gates[]
Wiseman tasked his two Chief Phantoms, Medusa and Phoenix, with tracking down more Gates and making them give into despair so they'd become new Phantoms. This however was a cover for his true goal of finding more humans with the potential to become Gates. Wiseman would initially keep Phoenix in an observer role, as his violent behavior had resulted in the death of one Gate, though he eventually permitted him to go out and fight Wizard after Phoenix showed an eagerness to. He later brought in Gremlin to assist them and first had him deliver a new stone to Haruto to be made into a ring.
The White Wizard later intervened to teach Haruto to use the Drago Timer, which Haruto eventually went on to use to defeat Phoenix for a third and final time.
After Mayu Inamori resisted Medusa's attempts to fall into despair and was able to cling onto her hope, the White Wizard intervened and offered her the chance to become a witch. Mayu accepted and went with the White Wizard to train and learn to wield magic.
Wiseman eventually became aware of Gremlin's ambition to obtain the Philosopher's Stone from him and chained and interrogated him about what he was planning. However, after learning of Gremlin's true goals revolving around it, Wiseman was able to reach an agreement with him and made him his new right-hand man, falsely promising him the Philosopher's Stone if he helped him perform a second Sabbath.
When Yuzuru Iijima was able to hold onto his hope and resist his Phantom, the White Wizard again appeared before him and offered him the chance to become a wizard. Yuzuru refused, but Wiseman simply chained him up and teleported away from the scene with him. When Yuzuru continued to refuse, the White Wizard brainwashed him into being compliant.
Gremlin would later deduce that Wiseman's real goal was not the creation of more Phantoms but the revival of his daughter Koyomi, leading him to defect from the Phantoms and for Wiseman to mark him for death. Wiseman's plans would continue to progress swimmingly as he, as the White Wizard, promised Mayu a way to defeat Medusa if she brought him Haruto's Infinity Ring. Haruto, upon learning of Mayu's desires, gave her the ring willingly, which she brought to Wiseman in exchange for a ring that he stated would allow her to slay Medusa. At the same time, Medusa attempted to create a new Phantom from a Gate named Masahiro Yamamoto by killing his pregnant wife. However, Masahiro was able to resist his despair after seeing his wife was saved by Wizard and in turn was able to suppress his Phantom, making him the third ideal candidate Wiseman needed. Wiseman later stood back as Mayu became Kamen Rider Mage to defeat Medusa, only to fall short of actually killing her. As Medusa attempted to attack Mayu, Wiseman intervened and stabbed her through the back, telling her he still needed Mayu. Wiseman then revealed himself as Fueki and the White Wizard as a distraught Medusa perished, before offering Masahiro a chance to become a wizard. Masahiro refused, but the White Wizard used the same tactic he had used on Yuzuru to chain him and take him away.
The Second Sabbath[]
While he trained Masahiro in wielding magic, the White Wizard sent a brainwashed Yuzuru to kidnap Maya. He was able to capture Haruto as well after the young wizard found out his address and went to his house to investigate. Fueki brought all of them to an altar where he chained the four of the up around it and laid Koyomi's body in the center before beginning the ritual, which would use the energies of the four wizards to extract Mana from every Gate in Tokyo and transfer it into Koyomi, killing everyone who wasn't a Gate in the process. However, Kosuke Nitoh was able to disrupt the ritual at the cost of his Rider powers by releashing the Chimera Phantom and having it devour the gathered Mana before it could be used, saving everyone. A furious Fueki attempted to kill Kousuke, but Haruto intervened. Not deterred, the White Wizard resolved to simply perform the Sabbath again but Haruto's allies were able to free the other wizards. Fueki later brought Koyomi back to his house, where she made an attempt to reach out to him and convince him not to go through with the Sabbath, but Fueki ignored her pleas and stated that the "real" Koyomi wanted to be revived.
Gremlin then showed up, hoping to kill Koyomi to get the Philosopher's Stone from her. Fueki told him that wouldn't work, but Gremlin simply revolved to wait until she died and see if the stone had been left behind. Koyomi was able to escape, but Fueki, Haruto and Gremlin all went after her. Along the way, Fueki became the White Wizard to fight Gremlin and overpowered him. When Gremlin called Fueki "father" however, Fueki became so enraged that he pinned Gremlin to a tree with his Hamel Cane and left him there.
Fueki later found Haruto with Koyomi beside the water and became the White Wizard to fight him one last time. However, having regained his Infinity Ring thanks to Koyomi, Haruto became Wizard Infinity Style and defeated the White Wizard. Fueki refused to give up, but Gremlin suddenly came out from nowhere and fatally wounded him with the Hamel Cane, revealing that he had provoked Fueki on purpose so he could obtain it. Fueki then glanced at his daughter one last time before his body dissipated.

Wiseman is the alias Fueki gave himself when in his disguise as the Phantom Carbuncle, an Artificial Phantom Fueki grew and implanted in himself by using both science and magic to give himself a source of magic.
Little is known about what he was truly capable of, but what was been shown so far reveals that he is far more powerful than any Phantom appeared thus far. He can easily generate chains strong enough to bind Legion, the only Phantom thus far capable to enter Underworlds and even manage to kill WizarDragon, indefinitely.
Kamen Rider Wizard, in Infinity Style, cannot even touch him as he is capable of forcefully reverting the Kamen Rider's transformation by draining Haruto's mana and at the time, forces the Rider out of his lair. This is all done with no more than a flick of his hand, yet the damage is so heavy that large amounts of mana was depleted out of Haruto, which takes its toll in a later fight elsewhere.
Also, Wiseman was capable of creating a magic barrier, so no one would find his lair. However, powerful attacks like Wizard Infinity Style's Dragon Shining are strong enough to break the barrier.

- In spite of being the main antagonist of the show, Fueki is not the final boss. The final boss of the main story goes to Sora Takigawa, while Amadam serves as the post-final boss of the series since he appeared in the two-part special that concludes the whole series.
- Fitting in with Wizard's forms' similarities to Kuuga's forms, the White Wizard can be considered the analogue to Growing Form, as they are both colored white with gold accents and are the origin of the Rider's powers, Growing Form is Kuuga's Base Form while the White Wizard gave Wizard his power. However, while Growing Form is the weakest of Kuuga's forms, White Wizard's power matches Wizard's Final Form.
- The White Wizard is similar to Dark Kiva from Kamen Rider Kiva, as he is a more powerful version of the main Rider.
- While Wizard's and Beast's ring holders are at the left side of their belts, the White Wizard has two ring holders, located on both sides of his chest akin to chest strap holsters.
- This, along with his cape, white suit, and use of a similar, older transformation device to the main Rider, harkens back to Kamen Rider Eternal.

- After Fueki did his first on-screen transformation, Toshitsugu Takashina no longer was the voice actor of Fueki's White Wizard form.
- Wiseman's monster form is a white body with purple accents, including a purple sphere on his chest, is reminiscent of Kamen Rider Psyga, a villainous Kamen Rider who originally appeared in Kamen Rider 555: Paradise Lost, as well as the Dragonball villain Frieza's fourth form as both of them are villainous masterminds.
- He also resembles Elemental HERO Terra Firma from the Yu-Gi-Oh! series.
- Because Wiseman/Carbuncle is a Manmade Phantom, Fueki and Sora/Gremlin are the only Phantoms without the Phantom's crest somewhere on their body.
- His motives are very similar to that of Shiro Kanzaki, in which they both have a scientific background and resort to using magic to forcefully used riders to achieve their goals of saving their family member.
- How exactly the White Wizard brainwashed Yuzuru and Masahiro to do his bidding was not shown, though he presumably did it with some sort of unseen Magic Ring.
- In the series, he is referred as the White Wizard, but his official name was revealed by Toei to be Kamen Rider Wiseman.
