Yu Dobashi is the overarching antagonist of Ultraman Blazar, the 33rd instalment of Tsuburaya Productions' Ultraman franchise.
He is the former public director of GGFJ, who retired from the public eye as Director but remained the secret head of the organization anyway. In 1999 he became the cause of the V99 incident but kept the truth of it hidden, using his resources to try and keep the issue under wraps to avoid having to answer for his crimes. He also plotted to be rid of the V99 aliens, further intending to keep his reputation intact.
He is portrayed by the late Minori Terada, who is known for portraying Ryubee Sonozaki/Terror Dopant in Kamen Rider W.
Personality[]
On the surface, Dobashi acts like a calm and reasonable director, calmly calling Emi when she started to learn about the V99 Case Investigation Report, only to immediately show his nastier side when Emi began to question what he knew, up to calling her father rebellious for daring to investigate and implicitly making threats to dissuade her from investigating any further.
As the series progresses, his nastier side becomes more and more apparent ending in him outright antagonizing the SKaRD members, using his resources to keep them from exposing the truth of the V99 incident much as he could. Once the V99 invasions reached their Third Wave, Varallon, he remained confident about GGFJ destroying the invader and when the fleet of V99 survivors came to avenge their fellow, he coldly got ready to shoot them all down. When Emi attempts to confront him about the truth and his actions, he justifies himself by claiming it was for the good of Earth and was notably frustrated when she managed to make the global GGF forces stand down and talk things out with the V99, letting them leave in peace.
However, once the invasion was averted and Varallon destroyed, Dobashi recognized he had lost and left the fate of Earth and its future on the hands of SKaRD without further conflict.

Born on October 16, 1942, Dobashi became the head of GGFJ at an unknown point before retiring at an unspecified date when he held the rank of Branch Director and Special General, despite this retirement he retained virtually all his relevant power within GGFJ. During 1999, Dobashi was in charge of the 1st Space Defense Missile Group and discovered a mysterious object near Earth's orbit that emitted strange signals. Believing it to be hostile and dangerous, Dobashi shot it down and had his team investigate the wreckage once it crashed on Earth; as it would turn out the object they shot down was a spaceship and an unarmed one, which prompted Dobashi to realize the consequences that could come from the incident being made public and thus made it a top-secret case before retrieving the alien tech to develop stronger weapons.

After SKaRD deployed towards the Moon to defeat Varallon, Dobashi burnt Emi's father's diary in frustration over discovering the whole truth of his involvement in the V99 invasion was uncovered and later opted to personally oversee the operation to take down Varallon from within SKaRD's and GGFJ's command room, taking control of the organization once more. When Emi finally found the top-secret files of the V99 archives, he sent his soldiers to capture her before she could finish reading the full file and had her brought to the control room to be punished.
The Ones who Embrace Earth[]
Dobashi watched as Varallon arrived on Earth and grew desperate as Earth's forces failed to deter it, though never losing his composure in front of his men. After Emi was captured by his soldiers and brought to him, she finally managed to decipher and force the truth out of him revealing he'd been aware all along of the incoming V99 invasion when he notices the V99 fleet's arrival and thus their counterattack; however Dobashi orders his soldiers all around the world to shoot down the spacecrafts in order to tie all loose ends but is ultimately thwarted when Emi's words of wanting to reach peace with the V99 convinced the soldiers to stand down which in turn convinced the V99 to give up their invasion and return to space. After Varallon was finally defeated, Dobashi accepted his ideological defeat and gave up his resistance, after Varallon was defeated he questioned Emi telling the V99 about the "future" word she told the V99, and upon learning she wanted them to understand the term in their search for a new home he fully gave up on his goals before leaving the room of his own free will.

- Dobashi serves as a contrast to the V99 aliens, the other major antagonists of the series, as while the V99 were merely retaliating against a planet that compromised their survival, Dobashi started the war by destroying an unarmed V99 spaceship and its pilot and planned to wipe the rest to ensure Earth's superiority.
