In light of Foundation X's announcement of Project Outsiders, Zein gathered various heroic Kamen Riders and their allies to form its inner circle in the hopes of cracking down anyone associated with the Foundation and their gathering of evil Riders. They are the main antagonists of the crossover anthology series, Kamen Rider Outsiders.
At first, Zein claims to share every heroic Kamen Rider's sense of justice and rallied them to donating their powers to the AI in the hope of eradicating everything that is evil in the world of Kamen Rider. However, this is a front for Zein's true intentions to use the powers of Kamen Riders to subjugate humanity; and how Zein acquired these powers are put into question, especially when it is able to summon variants of itself from alternate dimensions during the final battle, implying (but never outright confirm) that Zein conquered other AR worlds and using unwitting pawns like its host as proxies to spread itself like a virus and harvest Rider powers. Once, Zein reveals its true colors, the AI discarded all of its followers once outlived of their usefulness. Behind closed doors, the true mastermind who unleashed Zein sought to exploit the AI's powers to reset the world to undo the damage humanity has done to the planet; forcing the remnants of its faction to form an uneasy alliance with the Outsiders.
History[]
With Foundation X's Project Outsiders' main directive is to recruit many evil Kamen Riders to oppose the authoritarian threat of Zein, Zein gathered its own fair share of followers who share its ideology of opposing evil going far as several heroic Riders donating their powers to the AI. And by choosing Yuto Sakurai from a dystopian future as its host, Zein began enacting witch-hunts against anyone opposing its new world order.
When Zein declares restarting Kamen Rider Chronicle to its followers, both Horobi and Nico Saiba chose to dissent the AI's insidious plot of using the deadly video game to sacrifice countless of Ride-Players under the euphemism of purifying humans of evil. Resulting in Nico being threatened at gunpoint, but Horobi bought her time to escape, allowing the Ark to possess the Humagear after renouncing his loyalty to Zein. Transforming into Ark-Zero and easily defeating Kamen Rider Garren, Yuto transforms into Zein and soundly beats Ark-Zero into submission, but Kamen Rider Brain intervenes to take the deathblow meant for both Ark and Horobi, saving both of them from certain destruction and Yuto from further descending into complete villainy. Garren unlocks King Form and destroys Ark-Zero, leaving Horobi badly injured. In the aftermath, Zein possesses Yuto, declaring itself as the savior of dimensions. Zein then copied Nico's voice, tricking Genm Corp. into relaunching Kamen Rider Chronicle.
Most of Zein's former allies went into hiding between episodes 5 to 6 of Outsiders, Yuto would eventually break free from Zein's control. Later, Ecole is revealed as the true mastermind behind Zein's rampage and plans to exploit the AI's powers over dimensions to reset the world and remake it in his own image, intending to create a dystopian and stagnant wasteland devoid of life, of which what Zein exactly wanted, given the circumstances behind Yuto's post-apocalyptic future.
After Ecole uses the Dimension Card and began the reset process, the Desire Grand Prix staff began gathering Outsiders for the Desire Royale. When Ecole and the Clone Evolt, now possessing the body of Joseph Rando, enters the Desire Temple, he dismisses Ziin's futile attempt to delay the inevitable. Ziin rebukes Ecole, and by extension, Zein's hypocritical and self-serving ideology of a world where they punish sinners for their capacity for evil. He transforms into Ziingazer, joining with Thousand-Ark and Juuga for the final battle. All of the Outsiders and Zein's former associates eventually arrived in the battlefield, with Yuto and Brain being the last two participants to join the Desire Royale, where they finally defeated Zein and Evol-X, ending the AI's iron-fisted rule over humanity.

Trivia[]
- With the exceptions of Ecole and the Clone Evolt, all of Zein's former allies eventually redeemed themselves (or in the case of George and Brain, playing both sides) whereas Zein remained irredeemable to the very end.
- Each of Zein's supporters act as analogues to the Four Horsemen of the Apocalypse from the Book of Revelations (Ch. 6:1-8) in the Bible:
- Zein itself embodies "Conquest", being an AI that seeks to purge all that is evil. Additionally, Zein also existed across the multiverse and conquered other AR worlds.
- Tachibana/Garren embodies "War", because of the Battle Fight. He and his fellow Riders were manipulated Hiroshi Tennoji, who purposely started a new battle fight so he can rule and reshape the world in his own image as a god. Zein also repeated Tennoji's endgoal by restarting Kamen Rider Chronicle using its accomplices as unwitting pawns, and trick unsuspecting players to be sacrificed for Zein's war against malice.
- Yuto/Zeronos embodies "Death", since his constant use of his Zeronos Cards risked him of being erased from time and existence, which is also considered death in and of itself.
- Ecole also embodies "Death" given the omnicidal nature of his goal to wipe out all sentient life on Earth and reshape it into a dystopian wasteland devoid of life.
- George/Juuga embodies "Famine" because his Juuga Driver was created by using one of Giff's eyeballs. Giff is a demonic alien entity that feeds on the Inner Demons of humans, and intends to subjugate mankind for him to feed on their demons.
