Zhao Gao is the overall secondary antagonist in Legend of Qin franchise. He is a eunuch serving the Empire of Qin and the trusted Prime Minister in the court of Emperor Qin Shi Huang. He is a highly fictionalized version on the historical figure with the same name.
His secret identity differs between two adpatation of the main series. In the animated series, he is the leader of Net Trap, a secret organization of assassins that originated in Qin Empire. In the live-action series, however, he is secretly the Eastern Emperor, the leader of Yin-Yang Theorist and the series' final antagonist.
He is voiced by Xie Tiantian in the animated series and portrayed by Zhang Lei in the live-action series.

In the live-action series adaptation, Zhao Gao is the primary antagonist and the real mastermind behind the series' scheme.
After the failed assassination and the death of Jing Ke, Ge Nie escorted Jing Ke's son, Jing Tianming, to escape from the Emperor of Qin, who ordered an army to hunt them down. In the meantime, Zhao Gao disguised as Tai Yi the Eastern Emperor and guided Li Si and invite Wei Zhuang to do their dirty works, setting up the series' event similarly like that in the original animated series and original novels.
Zhao Gao also corrupted Wei Zhuang into a follower of Prince Huhai, and manipulated his hatred towards Ge Nie and his hunger towards power. Zhao Gao convinced Wei Zhuang that if Huhai ascended to the throne, he will gain whatever he wished to gain, like wealth and power.
